Epidemiologist Dr. Nihal Abeysinghe warns that about 30,000 people could die from the corona epidemic by the end of this year if essential health recommendations, including travel restrictions, are not implemented to curb the fast-growing Delta variety.

The specialist doctor made this warning at a media briefing of the National People’s Power (NPP) held today (13th). Following is the full text of his views:
“We are holding this press conference at a crucial time for the country. At present, 345,000 corona infections and 5,620 deaths have been reported. 37,199 are being treated in hospitals. People with minimal symptoms are being treated at home. Deaths averaged 115 last week. 1156 people died in a week. Over the past month, various medical associations, specialist doctors, and the World Health Organization warned the government regarding the emergence of this dangerous situation. The government was therefore advised to take necessary action. But our country too has developed into a serious epidemic situation like in Myanmar, Thailand, Indonesia, Malaysia, India since April. Serious attention should be paid to the number of deaths reported so far. Even with a minimum of 100 deaths per day, 3,000 die each month. But this could increase to 4,500. About 75% of the elderly can die. This situation is not a trivial matter. Only 13% of the population is over 60 years of age. We had a special discussion at the World Health Organization’s Lanka office. All the experts who have worked for many years in the World Health Organization participated. We submitted a report to the Minister of Health and the Government. The report has been released to the media stating the serious situation that may arise in the future. According to the report, there could be 30,000 deaths by the end of this year. The current 3,000 deaths a month could be as high as 6,000 by October. Serious tragedies like this can happen if specific decisions are not implemented.
It seems that the government is acting very weakly, very slowly, without using scientific information. The government has stated that it will not impose a curfew in the country. The existing task force does not have the understanding to make decisions regarding a virus. We emphasize that no one knows everything. So we invited all the experts and prepared the report using their knowledge and experience. We met at the WHO office and submitted our report.
World-renowned virologist Professor Malik Peiris of the University of Hong Kong is among them. He was a leading professor of the SARS virus. Dr. Kamini Mendis is a specialist in the field of malaria control who has played a leading role in our country and the world. The best team that can be collected like this has come together and given a compiled report. The government takes decisions on behalf of the 21 million people in this country. Therefore, the government has a responsibility to call relevant experts and obtain reports.
However, it is clear that the government is neglecting that responsibility. Distortion of statistics is becoming a serious situation. 4171 people have tested positive from PCR, and 1239 have tested positive from the antigen. It is estimated that about 5500 infected people were identified in a single day. This was reported by the Operations Room of the Ministry of Health. We continuously questioned the statistics that have been reported.
The discrepancies between the data released by the Epidemiology Unit and the data officially provided were inquired. Initially, the answer was that the same person could perform both the PCR and antigen tests and the infection could be recorded as two. On the other hand, we were told that the Epidemiology Unit released the data at 10.00 am but the other report was released at 10.00 pm the night before. Nevertheless, we do not believe these answers to the most serious problem about the difference of about 1500.
In an interview with a team at the University of Melbourne in Australia, we predicted that by the end of this year, there could be around 30,000 deaths. Accurate predictions cannot be made if we limit the amount of accurate data and information available to us. Predictions were made at a time when about 120 deaths were reported per day, but now with more than 150 deaths, the forecasts have to change. The main point to be raised is the reality of the government’s continued claims regarding vaccination. It is said that about 98% of the first vaccine is given. For whatever reason, it is clear that Sri Lanka is ahead in providing the first vaccine. However, only 28% were given the second vaccine. The Delta variety is spreading rapidly, especially in rich countries, and the situation has been exacerbated by identifying a new variety, the Lambda. This is why the WHO insists that both vaccines are needed.
This does not mean that we can avoid disease. It would minimize the risk of death and complications. The propaganda misleads 98% of people about vaccination. One vaccine is not enough. Of those who received the second vaccine, 58% of the population over 30 in Colombo, 48% in Gampaha, 44% in Kalutara and 34% in Matale have had both jabs. Only a very low percentage of all other districts have received the vaccine. Only 21% in Hambantota, 12% in Galle, 16% in Matara, 9% in Ratnapura, 15% in Kurunegala, 15% in Badulla and 2.5% in Kandy have been vaccinated. Therefore, we urge the public not to take a wrong view regarding vaccination. Getting vaccinated is not enough to get rid of the disease. Even if both vaccines are given, it is imperative to behave according to health guidelines. There is the danger of not being able to escape the virus from vaccination alone. New varieties are emerging. The distribution of government vaccines is a serious problem. These factors also need to be taken into consideration.
Taking care of patients at home as well as maintaining the hospital system is a big challenge. All the intermediate camps where patients are admitted first are full. Hospitals should also have separate facilities for other patients. People need to be careful because health workers are also getting sick. The health system will collapse if the travel restrictions are not implemented for at least two weeks in a situation where hospitals are deteriorating. The hospital system may become inactive to the point of people dying from other diseases. Our country is at a critical juncture. Therefore, we all have a responsibility to save ourselves and others. Meanwhile, the government has a special responsibility to save the people from death as it is elected by the people and holds power. We strongly urge the government to intervene immediately to save the people from death.”

At this moment, we are all aware of the disastrous outbreak of the Covid pandemic in the country. The government is terribly silent in the face of such a catastrophe. The President and the government pretend not to see. They have abdicated responsibility to the general public. The government has been behaving ignorantly and arrogantly since the very start of the Covid outbreak. Specialists, epidemiologists, and others who should have taken the lead on this issue were set aside and military leaders known to Gotabhaya Rajapaksa were brought to the forefront. We acknowledge that the military and the police have a role to play in this catastrophe. But decisions must be made by experts, including specialist doctors. Ignoring them today has resulted in a serious tragedy. 

About three hundred people died in the Easter attacks. It caused a great shock in our country. Gotabaya Rajapaksa came to power using that shock. The then Ranil-Maithri government was blamed for the attack. The people took action to defeat that government because they neglected their responsibility to intervene and prevent the attack, although they had been informed about it. The government of the Rajapaksas, which came to power on the back of that issue, is now allowing even more deaths. We believe that these two are the same. Failure to intervene to prevent Covid deaths when information on the scale of it is being reported daily is more serious than the Easter attack. Allowing more than 100 deaths every day despite the warnings of doctors and experts in the field is even more grave. This government led by Gotabaya Rajapaksa must take more responsibility for Covid deaths than the Ranil-Maitri government for the Easter attack.

On the 9th of August, 111 Covid deaths were reported – 118 on the 10th, 124 on the 11th, and 156 on the 12th, indicating a rapid increase in deaths. We know that even these numbers are not the complete truth. 971 citizens of our country have died in 10 days since August 1st. This is not a simple matter, it is extremely serious. If there is a heart, if there is humanity, there has to be empathy and compassion. There must be a need to intervene immediately and find solutions. Everyone in the health sector is doing their utmost to control this situation. Yet, the government fails to take the necessary decisions. The Rajapaksa government’s strategy is not to ‘defeat Corona’ but to say ‘let’s live with Corona’. Instead of choosing the slogan ‘life without Corona’, they took up the slogan ‘let’s live with Corona’. How to live with a pandemic? That means a lot of people will have to die. We have to ask whether the government wants to reduce the population by killing a large number of people. They say ‘let’s live with Corona’ because they don’t have this problem. Their lives are very secure. At a time when all public servants have been called to work, the Presidential Secretariat has decided to restrict public meetings for the security of the President.

It is a good decision to restrict those working in the Presidential Secretariat for his safety. But, why not make the same decision for the country? They are of the notion that only the President, the Prime Minister, and the Cabinet need protection. But the cabinet members are too is now infected with the virus. Is it that ordinary people’s lives don’t matter? We demand the government to stop this irresponsible arrogance. We urge immediate action to reduce the death toll. There are recommendations given by a collective of experts like Dr. Nihal Abeysinghe. Recommendations made by medical associations and the Ministry of Health call for immediate restrictions on travel to reduce the number of deaths. But the President says the country will not be locked down. If so, we challenge them to propose another way to save human lives. This work cannot be left to God. They are unwilling to take a step back. The racketeers around them are more protected than the general public. There is indeed an economic crisis. People are not responsible for that. Now they are foregoing control of the disease and working to rebuild the economy. However, we emphasize that these actions will end in the collapse of the economy, the loss of human lives, and the collapse of the country.

These are the consequences of handing over the country to a group that does not understand politics. They started by saying that the country would be governed by the scientific method of Viyath Maga. Initially, the President, citing the death toll from the war, announced that the country would not be locked down for 25-30 infected patients. Then, when the plague was spreading, they claimed that they did it best.

Instead of getting vaccines to control the pandemic, the whole country was sent after myths such as potions and plunging pots. Now they think that when the vaccine is given, the work is over. But doctors say that even after both doses, people can still be infected. The government is trying to claim that they were the ones who vaccinated the most. On the other hand, the highest number of deaths is also reported. The government is not acting consciously. We do not know whether the data that reaches the hands of ordinary people goes to the President. He gets his data from intelligence units. The intelligence units work on a ‘Yes Sir, OK Sir’ policy. The disease is the worst of all the pandemics we have seen so far. In the event of a malaria epidemic, people can help each other. In the case of any other disaster, people can help. That’s not the case in this situation. The government should understand that. The government should take responsibility for these deaths that were caused because of their lack of understanding.

Even this level of control is due to the commitment of the health sector staff, including doctors. Not only experts outside the government, but also those within the government are issuing warnings. The government does not listen even to the statements of experts like Prof. Tissa Vitarana and Dr. Sudarshani Fernandopulle. However, Gotabaya Rajapaksa came to power proclaiming to rule the country with the advice of experts. We request those experts to advise the government at this time. What the government is preparing to do is to impose responsibility on the people instead of enforcing laws and setting an example. As the government is not doing that, the people too carry on without hesitation. Despite the arrival of the Delta variant, the government decided to open up the country, disregarding expert advice.

Weddings, massage parlors, and weekly markets were reactivated and travel restrictions were completely lifted. On August 2nd, all public servants were called to duty. Doesn’t it spread when people have to travel on jam-packed trains and buses? Three days later, the circular had to be reversed. This shows how much consideration goes into even a circular. People within the government itself say that brain-dead people are making decisions.

Gas queues were to be seen recently. The government should devise a system to provide gas and milk powder during a pandemic. Otherwise, people start queuing up. After 3-4 days of gas queues, they end up increasing the price of gas as well. If the country is left open while people are losing their rights, they will take to the streets. The government worked to change the cautious mentality of people, pushing the opinion that the vaccine would fix everything, but has now resolved to blame the people. We are requesting the government to put aside pride and take decisions with the sick and dying people in mind. Make decisions based on the recommendations of experts and doctors. Sixty-nine million people voted for the government not to be handed over to God when disaster strikes. If that is the case, we should allow the government to step down and let us deal with this. Finally, we emphasize the need to make the right decisions to control this situation. We also urge those who are capable of thought to exert pressure on the government. This government can only hear if a very loud noise is made. The entire government should be held responsible for this catastrophe. Therefore, the entire government should intervene to prevent it. We ask people to be cautious as we have a government that won’t protect people. A government that cares only about the economy and not about the people will not protect the people. Therefore, I further request the public to learn from this blunder and not to bring such regimes to power.

As an organization, the National People’s Power will do all we can to help control this disease. The decisions should be taken by the government. We strongly urge the government to make the right decisions and intervene to control the catastrophe and protect the lives of the helpless public.

As the National People’s Power, we extend our deepest condolences to our brothers and sisters, to the relatives of all the citizens of this country who died of Covid. Many of these deaths were preventable. Many of these people died due to the negligence, delays, and wrong decisions of the government. The government should take responsibility for these deaths. But we do not expect that from them. This government cannot be expected to show such empathy. We at the ‘National People’s Power’ acknowledge that these are valuable lives that are being lost, and we regret that we were unable to save them.

The people of the country are in great fear at the moment. They fear losing their loved ones. Also, due to the nature of the disease, we are unable to take care of each other as we usually would. Ordinarily, when someone in our community gets sick, we take care of them. Even our traditional ceremonies cannot be performed in this situation. We are unable to do even that to help us cope with our grief. Many people in our society are beset by grief, anxiety, misery, and uncertainty. At such a moment, we have to ask where the government of our country is. People elect a government to take the lead in such a catastrophe with the hope that it will solve our problems. But right now, what we see is the silence of the government and the evasion of responsibility. Government ministers handed over the lives of the people of the country to God. The government has shied away from the responsibility. If the people of the country are abandoned to God, what use is the government? Why do we need leaders? How do our leaders feel about what people are experiencing? Are they thinking about the public? They need to tell us. 

If they are not making decisions despite all the scientific information, do they have other information? Do they know something we do not know? A responsible government must tell the people who appointed them on what basis they make decisions. The government must explain why it makes decisions that disregard the recommendations of health specialists. People are dying because of the decisions taken by the government at this moment. Human lives are not numbers. Every life is valued and every person is loved. The decisions are taken by the government decide our lives. We do not want a government that would shirk its responsibility to protect human life and leave it to God. At the very least, they should take responsibility for the decisions they make. Hiding inside their protected rooms is simply irresponsible.

In the midst of all this bad decision-making, everyone in the health sector is playing a massive role in bearing that burden. They have been working tirelessly for a year and a half now. They are at the forefront of risk at the moment. Many people in the medical field and the health sector are infected. We wish them recovery and would like to express our gratitude role they play in the face of these obstacles. We especially appreciate their commitment and their compassion for our people. We implore the government to not abandon the people and the health sector. If the government is choosing the economy over human lives, we got to ask who needs an economy that does not value human lives. The people of this country are important to us. 

It can be said that this is happening due to the ignorance of the President. But a government is not one person but a group of people with a common responsibility. You can’t just get away bypassing the responsibilities on to each other. Everyone has to be responsible. They need to reveal the rationale behind their decisions. We emphasize that the government should be responsible for every human life lost.

On 12 August, 2021, the death toll from COVID-19 in Sri Lanka for the last 24 hours was 156. This is the official death toll. Many (including the medical community) suspect that the actual number is much higher. For the last several days, the death toll from COVID19 has been over one hundred each day. The medical and scientific community is repeatedly warning us that not only are the numbers much higher than reported, but that the worst is yet to come.

Frontline medical workers are reporting exhaustion – not merely physical but emotional; the anguish of being forced to make choices about treatment and care as they struggle for resources; the pain of witnessing the suffering of patients and their relatives; and the trauma of seeing the pleas for help in the eyes of the patients while knowing that there is little they can do. We saw all this happening in the USA, the UK, Italy, and in India – but never did we think that we would be facing the same situation. After all, were we not ‘the best’ at coping with COVID? We had the ‘best’ lockdown; we have the ‘best’ vaccination policy, right?

Yet, our own experiences and even the under-reported numbers that we hear daily are painting a grim picture – one that is far from the ‘best’ country messaging that the Government keeps trotting out. What is astounding is how there has been silence on the part of the Government on the growing crisis. Either the Government is unaware of how worried and apprehensive the general public are as they go about their daily business or the Government simply does not care. Not one word of regret, sorrow or grief has anyone from within the Government expressed about the lives that have been lost. Instead, we have Ministers who have asked the public to turn to God, or those who seem resigned to the fact that there is no link or conversation between the decision-makers in this Government and those with knowledge, expertise and data.

Never has this country felt so rudder-less, so completely out of control. Many of us thought we had hit rock-bottom when we saw images of smirking Ministers at a press conference after the Easter Attack tragedy. That we thought was the pinnacle of being out of touch and insensitive to the feelings and experiences of the public; a despicable display of callousness in the face of tragedy. This Government seems to have improved on this record in their response to COVID-19. Rather than showing strength and compassion at a moment of national crisis, this Government is acting like a petulant child, complaining about how the general public is not following rules. The Government seems to see no irony in blaming the public for breaking rules while creating all the necessary conditions for exactly that.

For instance, ever since the end of the first wave (which was managed quite well), the Government acted as if it has already vanquished COVID. Despite lessons from other parts of the world, the Government ignored the constantly changing nature of the virus and the cyclical nature of the way in which the virus behaved. There was no prioritisation to strengthen health resources, preparation of contingency plans for future lockdowns, consistent public messaging on the need to be constantly vigilant, strategies to strengthen immunity among people and a sense of urgency with obtaining and implementing a vaccination plan. There was no encouragement for research on the long term impact of COVID on health and psychosocial wellbeing, on the economy and on social institutions and processes. Rather the Government chose to boast of their accomplishments and to attack any criticism (well-founded or otherwise), with a viciousness, unworthy of a regime supposedly secure of their hold on power. The Government has also chosen to prioritise recovery of the economy over the health of its citizens, forgetting that the economy has to work for the people and not the other way around.

When the vaccinations finally started arriving, rather than sticking to the Ministry of Health mandated and agreed upon roll out strategy, power and privilege won the day resulting in ad-hoc changes to the plan unjustifiable from a public health perspective. This included ignoring the priority list of frontline workers, the over 60 age group and those with co-morbidities. Rather parliamentarians, professional groups and others who qualified by connections to the powerful were prioritised. As of now, although the Government has seemingly succeeded finally in obtaining sufficient doses of the vaccine, but rather than seeing the picture holistically, the Government has chosen to approach vaccination as a contest to prove its superiority and to pin all its hopes of controlling the virus through vaccination and only vaccination.

But as pointed out by health experts, the vaccine does not fully protect people from the current variant Delta and others that are on the way. Even fully vaccinated people can get infected – and more importantly can infect others, even if they remain asymptomatic or have less severe symptoms. Currently, according to a statement made public by the Independent Expert Group Meeting convened by the WHO, on the 10August 2021, the fully vaccinated percentage in the country is only 15 per cent. Those who have received a single dose as well as those who are yet to be vaccinated are very much at risk of illness and death. Thus it is clear that many other measures need to be taken as well as vaccination if COVID is to be managed properly, especially till a significant percentage of the population is fully vaccinated which would take at 4-6 weeks more and even longer to take effect.

The Expert Group urges stricter measures to control movement warning that the death toll by January 2022 could be as high as 30,000 if we go on as we are doing now. Imposing restrictions for four weeks immediately could reduce the death toll by 18,000. Let me repeat: 18,000 human lives could be saved if the Government acts now! Yet, as I write this article, the Government has made no moves to restrict movement. Instead, restrictions have decreased, people are being asked to report to work forcing them to travel in crowded public transport, shortages of essential goods are resulting in long queues in violation of social distancing rules. But preparations are underway to conduct the Esala Perehera in Kandy, a district where the percentage of fully vaccinated is less than 3%!! The Government is also focussing on arresting and harassing students, teachers and university academics for participating in demonstrations and protests, also called upon by the Government itself with their stubborn and arrogant approach to decision making and policy formulation.

How do we understand this attitude of the Government and who is responsible for this level of anarchy? Reading between the lines of what prominent members of the Government are communicating, President Gotabaya Rajapaksa seems to be resisting any effort at restricting movement. While the basis for the President’s stubbornness on this issue is incomprehensible, the question that begs to be asked is: where is the rest of the Government? Where in fact, are the three other brothers who are powerful Ministers in the Cabinet headed by the President? Does the entire Cabinet agree with the President’s decision? If they don’t agree (as many have hinted), the mind boggles to understand how decisions are made in this country at the highest levels of the Government.

All this would be ideal material for the stuff of dark comedy except for the fact that it is very real, and people are having, to pay with their lives. It would not be an exaggeration to say that many of the lives we lost in Sri Lanka could have been prevented if the right decisions had been made at the right time. How is this acceptable? How can any Government have any claim to legitimacy after mismanaging a situation to this extent?

As mentioned earlier, one Minister asked the people to turn to God at this moment. Essentially, this means that the Government has abandoned the people. That they have no plan or desire to save the lives of the people of this country. For a President and Government that came to power pretty much claiming to be the ‘blessed ones’, the ‘anointed’ and as those who were going to ‘save’ us from all evil – this demonstration of ineptitude is ironic to say the least. Sadly, those in charge seem content to bury their heads in the sand and worse, to not understand their own limited capacities and knowledge and to seek help or collaborate with others. Neither do they seem capable of speaking to the people with even a modicum of empathy or compassion during these difficult times.

As citizens, the only thing we can do is to look after ourselves and to care for each other because certainly this Government will not do so. We have survived this far because many in the health sector and other critical areas are working DESPITE the lack of support or direction from the Government and they deserve our gratitude. Let us hope that those of us who survive these times will not forget the harsh lessons we are being taught about leadership and governance.

අපට මතකයි, පාස්කු ප්‍රහාරය එල්ල කළ වෙලාවේ තුන්සිය ගණනක් මියගියා. එයින් අපේ රටේ විශාල කම්පනයක් ඇතිවුණා. ඒ කම්පනය පාවිච්චි කරලා ගෝඨාභය රාජපක්‍ෂ මහත්මයලා බලයට ආවා. ඒ වෙනකොට තිබුණු රනිල්-මෛත්‍රී ආණ්ඩුවට ප්‍රහාරයේ වගකීම පැවරුවා. ප්‍රහාරය ගැන දැන දැනත් වළක්වන්න මැදිහත් නොවීමේ වගකීම පැහැර හැරීම නිසා ඒ ආණ්ඩුව පරද්දන්න ජනතාව කටයුතු කළා. ඒ ප්‍රශ්නය පාවිච්චි කරලා බලයට ආපු රාජපක්‍ෂවරුන්ගේ ආණ්ඩුව ඊට වඩා මරණ සිද්ධ වෙන්න ඇරලා බලා ඉන්නවා. අපි හිතන්නේ මේ දෙකම එකයි කියලා. කොරෝනා සම්බන්ධ තොරතුරු දිනපතා වාර්තා වෙද්දී වළක්වන්න මැදිහත් නොවීම පාස්කු ප්‍රහාරයට වඩා බරපතළයි. වෛද්‍යවරුන්, ක්‍ෂේත්‍රයේ විශේෂඥයන් කරුණු ඉදිරිපත් කරද්දී දිනපතා 100කට වැඩිය මියයාමට ඉඩ හැරීම වඩාත් බරපතළයි. පාස්කු ප්‍රහාරයට රනිල්-මෛත්‍රී ආණ්ඩුව වගකිව යුතු ප්‍රමාණයට වඩා ගෝඨාභය රාජපක්‍ෂ ප්‍රමුඛ මේ ආණ්ඩුව කොවිඞ් මරණ සම්බන්ධයෙන් වගකිව යුතුයි.

අගොස්තු 09වැනිදා කොවිඞ් මරණ 111ක් වාර්තා වුණා. 10වැනිදා 118, වගේම 11වැනිදා 124ක් සහ 12වැනිදා 156ක් වශයෙන් දිනපතා වැඩිවීමක් වේගයෙන් සිදුවෙනවා. මේ සංඛ්‍යා ඇත්තම නෙවෙයි කියලා අපි දන්නවා. අගෝස්තු 01වැනිදා සිට දවස් 10ක් තුළ අපේ රටේ පුරවැසියන් 971ක් මැරිලා තියෙනවා. මේක සරල කාරණයක් නෙවෙයි, අතිශය බරපතළයි. හදවතක් තියෙනවා නම්, මනුෂ්‍යත්වය තියෙනවා නම් හදවත උණු වෙන්න ඕනෑ. වහාම මැදිහත් වෙලා විසඳුම් හොයන්න ඕනෑ කියලා දැනෙන්න ඕනෑ. සෞඛ්‍ය ක්‍ෂෙත්‍රයේ හැම කෙනෙක්ම මේ තත්වය පාලනය කරන්න උපරිමයෙන් මැදිහත් වෙනවා. හැබැයි ආණ්ඩුව අවශ්‍ය තීරණ ගන්නේ නැහැ. රාජපක්‍ෂ ආණ්ඩුවේ උපායමාර්ගය “කොරෝනා පරදමු” යන්න නෙවෙයි. කොරෝනා සමග ජීවත් වෙමු. කියලයි. කොරෝනාවලින් තොර ජීවිතයක් කියන සටන් පාඨයට යනවා වෙනුවට කොරෝනා සමග ජීවත් වෙමු කියලා ඒ ගොල්ලෝ සටන් පාඨයක් ගත්තා. වසංගතයක් එක්ක ජීවත් වෙන්නේ කොහොමද? ඒ කියන්නේ බොහෝ දෙනෙක් මැරෙන්න ඕනෑ. ආණ්ඩුවට ඕනෑ වෙලා තියෙන්නේ විශාල පිරිසක් මරා දාලා ජනගහනය අඩු කරන්නද කියලා අපිට අහන්න වෙනවා. කොරෝනා සමග ජීවත් වෙමු කියන්නේ ඒ ගොල්ලන්ට මේ ප්‍රශ්නය නැති නිසා. ඒ ගොල්ලෝ බොහෝම ආරක්‍ෂිතව ජීවත් වෙනවා. සියලු රාජ්‍ය සේවකයෝ වැඩට කැඳවලා තියෙන වෙලාවක ජනාධිපති ලේකම් කාර්යාලය තීරණය කරලා තියෙනවා ජනාධිපතිගේ ආරක්‍ෂාවට පිරිස් හමුවීම සීමා කරන්න.

එතුමාගේ ආරක්‍ෂාව වෙනුවෙන් ජනාධිපති කාර්යාලයේ වැඩ කරන අය සීමා කරන එක හොඳ තීන්දුවක්. හැබැයි ඒ තීන්දුව රට වෙනුවෙන් ගන්නේ නැත්තේ ඇයි? ජනාධිපති, අගමැති, කැබිනට් මණ්ඩලය ආරක්‍ෂා වුණොත් ඇති කියලා ඒ ගොල්ලෝ හිතන්නේ. හැබැයි කැබිනට් මණ්ඩලයටත් දැන් වෛරස බෝ වෙලා තියෙන්නේ. ජනතාවගේ ජීවිත, ජීවිත නෙවෙයිද? ඒ නිසා වගකිම්විරහිත උද්දච්ච හැසිරීම් නවත්වන්න කියලා අපි ආණ්ඩුවට බල කරනවා. මරණ සංඛ්‍යාව අඩු කිරීමට වහාම ක්‍රියාමාර්ග ගන්න බල කරනවා. වෛද්‍ය නිහාල් අබේසිංහ මහත්තයා වගේ විශේෂඥ දැනුම තියෙන විශාල පිරිසක් එකතු වී ලබාදුන් නිර්ද්ශ තියෙනවා. වෛද්‍ය සංගම්, සෞඛ්‍ය අමාත්‍යාංශය, ලබාදුන් නිර්දේශවලින් කියවෙන්නේ වහාම සංචරණ සීමා පනවා මරණ සංඛ්‍යාව අඩු කරන්න කියලා. හැබැයි ජනාධිපතිවරයා කියන්නේ රට වහන්නේ නැහැ කියලා. එහෙම නම් මිනිස් ජීවිත බේරගන්නා ක්‍රමයක් යෝජනා කරන්න කියලා අපි අභියෝග කරනවා. මේ වැඬේ දෙවියන්ට බාර දීලා හරියන්නේ නැහැ. ඔවුන් අඩියක් පස්සට තියන්න අකැමැතියි. මිනිස් ජීවිතවලට වඩා ඒ ගොල්ලන්ගේ වටේ ඉන්න ජාවාරම්කාරයෝ ආරක්‍ෂා කරන්න ක්‍රියා කරනවා. ආර්ථික අර්බුදයක් තියෙන බව ඇත්ත. ඒකට වග කියන්න ඕනෑ ජනතාව නෙවෙයි. දැන් රෝගය පාලනය කිරීම පැත්තකට දාලා ආර්ථිකය ගොඩගන්න කටයුතු කරනවා. හැබැයි අපි අවධාරණය කරන්නේ මේ ක්‍රියාමාර්ගවලින් ආර්ථිකයත් වැටිලා මිනිස් ජීවිතත් අහිමි වෙලා රටත් වැටිලා කෙළවර වන බවයි.

මේවා දේශපාලනය නොතේරෙන කණ්ඩායමකට රට බාර දීමේ ප්‍රතිවිපාක. ඒ ගොල්ලෝ පටන් ගත්තේ වියත්මඟේ විද්‍යාත්මක ක්‍රමයට රට පාලනය කරන බව කියලා. මුලදී ජනාධිපතිවරයා, යුද්ධයෙන් මියගිය සංඛ්‍යාව දක්වමින් රට නොවැසූ බවත් දැන් 25-30ක් රෝගී වුණාට රට වහන්නේ නැහැ කීවා. ඊට පස්සේ වසංගතය පැතිරෙන විට හොඳටම කළේ අපි තමයි කියලා කීවා. වසංගතය පාලනය කරන්න එන්නත ලබා ගන්නවා වෙනුවට මුලු රටක් පැණි පස්සේ යන්න, මුට්ටි අතහරින්න වගේ මිත්‍යා මත පස්සේ යැව්වා. දැන් හිතාගෙන ඉන්නේ එන්නත දුන්නාම වැඬේ ඉවරයි කියලා. හැබැයි එන්නත් දෙකක් ගැහුවත් ආසාදනය වෙන්න පුළුවන් කියලා වෛද්‍යවරුන් කියනවා. ආණ්ඩුව උත්සාහ කරන්නේ වැඩිම එන්නත් කළේ ඒ අය බව කියන්න. හැබැයි අනෙක් පැත්තෙන් වැඩිම මරණ සංඛ්‍යාව සිද්ධ වීමේ වාර්තාවත් ලැබෙනවා. ආණ්ඩුව හැසිරෙන්නේ සිහි බුද්ධියකින් නෙවෙයි. සාමාන්‍ය ජනයා අතට පත්වෙන දත්ත ජනාධිපතිවරයා ළඟට යනවාද කියලා අපි දන්නේ නැහැ. ඔහු දත්ත එකතු කරන්නේ බුද්ධි අංශවලින්. බුද්ධි අංශ වැඩ කරන්නේ “යර්ස් සර්, ඔව් සර්” කියන විදිහට. මේ රෝගය කියන්නේ මෙතෙක් කල් තිබුණු සියලු වසංගතවලට වඩා දරුණු එකක්. මැලේරියා වසංගතයේදී නම් තව කෙනෙකුට ගිහින් උදව් කරන්න පුළුවන්. වෙන විපතකදී නම් ඒත් ගිහින් උදව් කරන්න පුළුවන්. මේකෙදී එහෙම බැහැ. ආණ්ඩුව ඒ බව තේරුම් ගත යුතුයි. තේරුම් නොගෙන ක්‍රියා කිරීමෙන් මේ මරණවල වගකීම ආණ්ඩුව බාරගන්න ඕනෑ.

මේ තරමින් හරි පාලනය කර තිබෙන්නේ වෛද්‍යවරුන් ඇතුළු සෞඛ්‍ය කාර්ය මණ්ඩලයේ කැපවීමෙන්. ආණ්ඩුවට පිටින් ඉන්න විශේෂඥවරුන් ඇතුළු කණ්ඩායම් විතරක් නෙවෙයි ඇණ්ඩුව අතුළේම අයත් අනතුරු අඟවනවා. මහාචාර්ය තිස්ස විතාරණ මහත්තයා, විශේෂඥ වෛද්‍ය සුදර්ශනී ප්‍රනාන්දුපුල්ලේ මහත්මිය වගේ අය කියන දේවල්වලත් ආණ්ඩුව අහන්නේ නැහැ. හැබැයි ගෝඨාභය රාජපක්‍ෂ මහත්තයා බලයට ආවේ විද්වතුන්ගේ උපදෙස් අරගෙන රට පාලනය කරන්න. අපි ඒ විද්වතුන්ට කියන්නේ මේ වෙලාවේ ආණ්ඩුවට වැදගත් උපදෙස් දෙන්න කියලා. නමුත් දැන් සූදානම් වෙන්නේ ආණ්ඩුව නීති ක්‍රියාත්මක කරමින් ආදර්ශ දෙනවා වෙනුවට ජනතාවට වගකීම පවරලා නිදහස් වෙන්න. ආණ්ඩුව නීතිය ක්‍රියාත්මක කර ආදර්ශ නෙදෙන නිසා ජනතාව තමන්ගේ කටයුතු කර ගන්නත් නොපැකිළව ඉදිරිපත් වෙනවා. ඩෙල්ටා ප්‍රභේදය ඇවිත් තිබියදී ඒ ගැන විශේෂඥ උපදෙස් නොතකා රට අරින්න ආණ්ඩුව තීරණය කළා. විවාහ මංගල්‍ය පවත්වන්න, සම්බාහන මධ්‍යස්ථාන විවෘත කරන්න, සති පොළවල් විවෘත කරන්න වගේ දේවල් මුලින් ක්‍රියාත්මක කර සංචරණ සීමා සම්පූර්ණයෙන් අයින් කළා. අගෝස්තු 02වැනිදා සියලුම රාජ්‍ය සේවකයින් රාජකාරීවලට කැඳෙව්වා. කෝච්චියේ, බස්එකේ තෙරපී ගෙන යනකොට පැතිරෙන්නේ නැද්ද? දවස් තුනකට පස්සේ චක්‍රලේඛය ආපහු හරවන්න සිද්ධ වුණා. අඩුම තරමේ චක්‍රලේඛයක් ගහනකොට කොතරම් කල්පනා කරනවාද කියලා මේකෙන් පේනවා. ආණ්ඩුවේම අය කියන්නේ මොළේ මැරිච්ච මිනිස්සු තීන්දු-තීරණ ගන්නවා කියලා.
මෑතදී ගෑස් පෝලීමක් තිබුණා. වසංගතයක් තුළ ගෑස් ටික, කිරිපිටි ටික ලබාදෙන්න ක්‍රමයක් ආණ්ඩුව හදන්න ඕනෑ. එහෙම නොවුණාම මිනිස්සු පෝලිමට යනවා. දවස් 3-4ක් ගෑස් පෝලිමක් හදලා අවසානයේ ගෑස් මිලත් වැඩි කළා. මිනිස්සුන්ගේ අයිතිවාසිකම් නැතිවුණාම රට ඇරලා තියනවා නම් මිනිස්සුන් පාරට බහිනවා. රෝගයෙන් පරිස්සම් වෙන්න ඕනෑ කියලා මානසිකත්වය මිනිස්සුන්ගෙන් අයින් කරලා, එන්නතෙන් සියල්ලම හරියි කියලා ආණ්ඩුවෙන් මතයක් හදලා දැන් මිනිස්සුන්ට දොස් පවරනවා. අපි ආණ්ඩුවට කියන්නේ දැන්වත් ආඩම්බරකම් පැත්තකින් තියලා රෝගී වන සහ මියයන ජනතාව ගැන හිතලා තීන්දු ගන්න කියලා. වෛද්‍යවරුන් ඇතුළු විශේෂඥවරුන් ලබාදෙන නිර්දේශ අනුව තීන්දු ගන්න. මිනිස්සු හැටනම ලක්‍ෂයක් ආණ්ඩුවට ඡන්දය දුන්නේ විපතක් ආවාම දෙවියන්ට බාර දෙන්න නෙවෙයි. එහෙම නම් ආණ්ඩුව අයින් වෙලා මේ ගනුදෙනුව බේරගන්න අපට ඉඩ දෙන්න ඕනෑ. අවසාන වශයෙන් අපි අවධාරණය කරන්නෙ හරි තීන්දු අරගෙන මේ තත්වය පාලනය කරන්න කියලා. ඒවගේම යමක් හිතන අයට අපි අවධාරණය කරන්නේ ආණ්ඩුවට බලපෑම් කරන්න කියලා. මේ ආණ්ඩුවට යම්තම් ඇහෙන්නේ ලොකු සද්දයකින් කීවොත් විතරයි. මුළු ආණ්ඩුවක්ම මේ ව්‍යසනයට වගකියන්න ඕනෑ. ඒනිසා එයින් වළකින්න මුළු ආණ්ඩුවම මැදිහත් විය යුතුයි. අපි ජනතාවට කියන්නේ ඔබව රකින්නැති ආණ්ඩුවක් තිබෙන නිසා පරිස්සම් වෙන්න කියලා. ආර්ථිකය ගැන විතරක් හිතන මිනිස්සු ගැන නොහිතන ආණ්ඩුව මිනිස්සුන්ව රකින්නේ නැහැ. ඒ නිසා මේ වගේ ආණ්ඩු බලයට පත් නොකරන්න පාඩම් ඉගෙන ගන්න කියලත් ජනතාවගෙන් ඉල්ලා සිටිනවා.

මේ රෝගය පාලනය කිරීම සඳහා සංවිධානයක් ලෙස ජාතික ජන බලවේගයට ලබාදිය හැකි සියලුම දේ ලබාදෙන්න අපි ක්‍ර්‍රියා කරනවා. තීන්දු ගත යුත්තේ ආණ්ඩුවයි. නිවැරදි තීන්දු අරගෙන දැන්වත් මේ ව්‍යසනය පාලනය කරන්න අසරණ ජනතාවගේ ජීවිත ආරක්‍ෂා කරන්න මැදිහත් වෙන්න කියලා තදබල ලෙස අපි ආණ්ඩුවට බල කරනවා.”

අහිමි වෙන හැම මිනිස් ජීවිතයකම වගකීම ආණ්ඩුව බාරගත යුතුයි…!

ජාතික ජන බලවේගයේ පාර්ලිමේන්තු මන්ත්‍රීනි, ආචාර්ය හරිනි අමරසූරිය

කොරෝනා ඩෙල්ටා ප්‍රභේදය හමුවේ ආණ්ඩුව දක්වන වගකීමෙන් තොර ක්‍රියා කලාපය දැඩි ලෙස විවේචනය කළ ජාතික ජන බලවේගයේ පාර්ලිමේන්තු මන්ත්‍රීනි ආචාර්ය හරිනි අමරසූරිය අහිමි වන සෑම මිනිස් ජීවිතයකටම ආණ්ඩුව වගකිය යුතු බව අවධාරණය කළාය.

අද (13) අන්තර්ජාලය ඔස්සේ පැවති මාධ්‍ය හමුවකදී මන්ත්‍රීවරිය මේ බව සඳහන් කළ අතර එහිදී පළකළ සම්පූර්ණ අදහස් පහත පළ වේ.

“ජාතික ජන බලවේගය හැටියට කොවිඞ් රෝගයෙන් මියගිය අපේ සහෝදර සහෝදරියන්, අපේ නෑදෑයන් සහ මේ රටේ පුරවැසියන් හට අපගේ සාතිශය ශෝකය පළ කරනවා. මේ බොහෝ මරණ වළක්වාගත හැකි එහෙත් වළක්වා නොගත් මරණ. මේ බොහෝ දෙනෙක් මැරුණේ ආණ්ඩුවේ නොසැලකිලිමත් බව පමාවීම්, වැරදි තීරණ නිසයි. මේ මරණවල වගකීම ආණ්ඩුව බාරගත යුතුයි. නමුත් අපි කිසිසේත්ම ඔවුන්ගෙන් එවැන්නක් බලාපොරොත්තු වෙන්නේ නැහැ. එහෙම සංවේදී බවක් මේ ආණ්ඩුවෙන් බලාපොරොත්තු වෙන්න බැහැ. මේ නැති වෙන්නේ රටට වටිනා ජීවිත බව ජාතික ජන බලවේගයේ අපි පිළිගන්නවා. ඒ ජීවිත බේරා ගන්න බැරිවීම ගැන අපි දුක් වෙනවා.
රටේ ජනතාව මේ වෙලාවේ ඉන්නේ විශාල බයකින්. කොයි මොහොතක තමන් ආදරය කරන මිනිස්සුන් වෙන් වෙයිද නොදන්නා කම්පනයක ඉන්නේ. ඒ වගේම රෝගයේ ස්වභාවය නිසා පුරුදු විදිහට අපිට එකිනෙකාව රැකබලා ගන්න බැහැ. සාමාන්‍යයෙන් අපේ සමාජයේ කෙනෙක් ලෙඩ වුණාම අනෙක් අය එකතු වී රැකබලා ගන්නවා. මේ වෙලාවේ අඩුම ගානේ මරණයකදී සිදුකරන සංස්කෘතික චාරිත්‍ර-වාරිත්‍ර බොහොමයකින් කිසිම දෙයක් කරන්න බැරි තත්වයක් තියෙන්නේ. අපේ දුක නිවාගන්න ඒ කටයුතු ටිකවත් මේ අවස්ථාවේ කරන්න බැරිවෙලා. මේ හිත් අමාරුවෙන්, බයෙන්, දුකෙන් සහ සැකෙන් අපේ රටේ බොහෝ දෙනක් ඉන්නේ. එවැනි මොහොතක අපේ රටේ ආණ්ඩුව කොයිද කියලා අහන්න වෙනවා. ජනතාව ආණ්ඩුවක් පත්කර ගන්නේ මෙවැනි ව්‍යසනයකදී නායකත්වය ගන්න. යම් කිසි ආකාරයකට අපේ ප්‍රශ්නය විසඳයි කියන බලාපොරොත්තුවෙන්. නමුත් මේ වෙලාවේ ආණ්ඩුවේ නිහඬතාවයක්, වගකීම්වලින් බැහැරවීමක් අපි දකින්නේ. රටේ ජනතාවගේ ජීවිත ආණ්ඩුවේ ඇමතිවරුන් දෙවියන්ට බාර දුන්නේ. ආණ්ඩුව මේ වගකීමෙන් බැහැර වෙලා. රටේ මිනිස්සු දෙවියන්ට බාර දෙනවා නම් ආණ්ඩුවක් මොකටද? නායකයන් මොකටද? අපේ නායකයෝ ජනතාව අත්විඳින දේ ගැන දැනෙන්නේ මොනවාද? ජනතාව ගැන ඔවුන් සිතන්නේ මොනවාද? ඒ ගොල්ලෝ අපිට කියන්න ඕනෑ.

විද්‍යාත්මක තොරතුරු තිබියදීත් තීරණ නොගන්නේ නම් වෙනත් තොරතුරු ඔවුන් ළඟ තිබෙනවාද? අපි නොදන්නා දෙයක් ඔවුන් දන්නවාද? වගකිව යුතු ආණ්ඩුවක් නම් ඔවුන් තීරණ ගන්නේ මොන පදනමකින්ද කියලා ඔවුන්ව පත්කළ ජනතාවට කියන්න ඕනෑ. සෞඛ්‍ය ක්‍ෂේත්‍රයේ විද්‍යාඥයින්ගේ නිර්දේශ නොතකා තීරණ ගැනීම ගැන ආණ්ඩුවෙන් උත්තර අවශ්‍යයි. ආණ්ඩුව මේ මොහොතේ ගන්න තීරණ නිසා මිනිස්සු මැරෙනවා. මිනිස් ජීවිත කියන්නේ ඉලක්කම් නෙවෙයි. හැම ජීවිතයකටම බැඳීම් තියෙනවා. ආණ්ඩුව ගන්න තීරණවලින් බලපෑමක් වෙන්නේ ඒ බැඳීම්වලට. මිනිස් ජීවිත ආරක්‍ෂා කිරීමේ වගකීමෙන් බැහැර වෙලා දෙවියන්ට බාර දෙනවා නම් ඒ ආණ්ඩුව අපිට එපා. අඩුම තරමින් ඔවුන් ගන්න තීරණ සම්බන්ධයෙන් වගකීම බාරගන්න ඕනෑ. ආරක්‍ෂක කාමරවල හැංගිලා කරගෙන යන හැසිරීම වගකීම් විරහිතයි.

මේ සියලු වැරදි තීරණ මධ්‍යයේ ඒ බර දරාගෙන සෞඛ්‍ය ක්‍ෂේත්‍රයේ සියලුම දෙනා විශාල කාර්යභාරයක් සිදුකරනවා. දැනට අවුරුදු එක හමාරක් පුරා ඔවුන් අසීමිතව වෙහෙස වෙනවා. මේ මොහොතේ අවදානමේ මුලින්ම සිටින්නේ ඔවුන්. වෛද්‍ය ක්‍ෂේත්‍රය සහ මුළු සෞඛ්‍ය ක්‍ෂේත්‍රයේම බොහෝ දෙනෙක් ආසාදනයට පත්වෙලා. ඔවුන්ගේ නිරෝගී බව අපි ප්‍රාර්ථනා කරනවා. මේ බාධක මධ්‍යයේ ඔවුන් කරගෙන යන කාර්යභාරය ගැන අපි ස්තුතිවන්ත වෙනවා. ජනතාව ගැන හිතලා ඔවුන් කරන කැපවීම අපි විශේෂයෙන් අගය කරනවා. ආණ්ඩුවට බල කරන්නේ ජනතාව අත්හැරලා, සෞඛ්‍ය සේවය අත්හැරලා කටයුතු කරන්න එපා කියලයි. ආණ්ඩුව මිනිස් ජීවිත සහ ආර්ථිකය අතර තේරීමක් කර මිනිස් ජීවිතවලට වඩා ආර්ථිකය කෙරෙහි සලකනවා නම් අපිට අහන්න තියෙන්නේ මිනිස් ජීවිත නොකතන ආර්ථිකය කාටද කියලයි. අපිට මේ රටේ මිනිස්සු වැදගත්.

ජනාධිපතිතුමාගේ නොදැනුවත්කම නිසා මෙහෙම වෙන බව කියන්න පුළුවන්. හැබැයි ආණ්ඩුවක් කියන්නෙ එක පුද්ගලයෙක් නෙවෙයි. පොදු වගකීමක් තියෙන පිරිසක්. එක් එක් කෙනා මත වගකීම් පටවලා නිදහස් වෙන්න බැහැ. සියලු දෙනා වගකීම දරන්න ඕනෑ. ඔවුන් ගන්නා තීරණ පිටිපස්සේ තිබෙන තර්කය මොකක්ද කියලා හෙළිකරන්න ඕනෑ. අහිමි වෙන හැම මිනිස් ජීවිතයකම වගකීම ආණ්ඩුව දරන්න ඕනෑ කියලා අවධාරණය කරනවා.”
