மக்கள் விடுதலை முன்னணியின் பொதுச்செயலாளர் ரில்வின் சில்வா

இத்தருணத்தில் நாட்டில் பாரதூரமான மட்டத்தில் பரவிவருகின்ற கொவிட் பெருந்தொற்றின் அனர்த்தம் பற்றி நாங்கள் அனைவரும் அறிவோம். இவ்வளவு பெரிய அனர்த்தம் நடந்துகொண்டிருக்கையில் அரசாங்கம் மோசமான வகையில் மௌனம் சாதித்துக் கொண்டிருக்கின்றது. சனாதிபதியும் அரசாங்கமும் இந்த பிரச்சினையை அறியாதவர்கள்போல் இருக்கிறார்கள். அவர்கள் பொதுமக்கள் பற்றிய பொறுப்பினைக் கைவிட்டே இருக்கிறார்கள். கொவிட் பெருந்தொற்று இலங்கைக்கு வந்த ஆரம்பத்தில் இருந்தே அரசாங்கம் முட்டாள்த்தனமாகவும் தலைக்கணம் பொருந்திய வகையிலுமே நடந்துகொண்டது. இந்தப் பிரச்சியைின்போது முதன்மை வகிக்கவேண்டிய  நிபுணத்துவ மருத்துவர்கள், தொற்றுநோயியல் மருத்துவர்கள் உள்ளிட்ட குழுவினரை ஒருபுறம் ஒதுக்கிவிட்டு திருவாளர் கோட்டாபய ராஜபக்ஸவிற்கு பழக்கப்பட்ட இராணுவத் தலைவர்களையும் பொலீஸாரையும் முதன்மைத்தானத்திற்கு எடுத்தார். இந்த பெருந்தொற்றின்போது இராணுவத்திற்கும் பொலீஸாருக்கும் ஒரு செயற்பொறுப்பு உள்ளதென்பதை நாங்கள்   அறிவோம். ஆனால் அது சம்பந்தமான நிபுணத்துவ மருத்துவர்களை உள்ளிட்ட விஞ்ஞானிகளின் தலைமையிலேயே தீர்மானங்களை எடுக்கவேண்டும். இன்றளவில் அவர்கள் ஒருபுறம் ஒதுக்கப்பட்டு செயலாற்றுவதால் தீவிரமான கவலைக்கிடமான நிலைமையே உருவாகி இருக்கின்றது.

எமக்கு ஞாபகமிருக்கிறது உயிர்த்தஞாயிறு தாக்குதல் மேற்கொள்ளப்பட்டவேளையில் முன்னூறுக்கு மேற்பட்டவர்கள் கொல்லப்பட்டார்கள். அதனால் எமது நாட்டில் பேரதிர்ச்சி ஏற்பட்டது. அந்த அதிர்ச்சியைப் பாவித்து கோட்டாபய ராஜபக்ஸமார்கள் ஆட்சிக்கு வந்தார்கள். அன்றளவில் நிலவிய ரனில் – மைத்திரி அரசாங்கம்மீது தாக்குதலுக்கான பொறுப்பு சுமத்தப்பட்டது. தாக்குதல் பற்றி அறிந்திருந்தும் தடுப்பதற்காக இடையீடு செய்யாமல் பொறுப்பினை தவறவிட்டமையால் அந்த அரசாங்கத்தை தோற்கடிக்க மக்கள் நடவடிக்கை எடுத்தார்கள். அந்த பிரச்சினையைப் பாவித்து அதிகாரத்திற்கு வந்த ராஜபக்ஸமார்களின் அரசாங்கம் அதைவிட அதிகமான இறப்புகள் நிகழ இடமளித்து பார்த்துக்கொண்டு இருக்கிறது. இந்த இரண்டுமே ஒன்று என நாங்கள் நினைக்கிறோம். கொரோனா சம்பந்தமான தகவல்கள் நாள்தோறும் பதிவாகையில் தடுக்க இடையீடு செய்யாமையால் உயிர்த்த ஞாயிறு தாக்குதல்  மிகவும் பாரதூரமானது. மருத்துவர்கள், துறையைச்சேர்ந்த நிபுணர்கள் விடயங்களை முன்வைக்கையில் தினசரி 100 இற்கு மேற்பட்டவர்கள் இறக்க இடமளித்தமை பாரதூரமானதாகும். உயிர்த்த ஞாயிறு தாக்குதலுக்கு ரனில் – மைத்திரி  அரசாங்கம் பொறுப்புக்கூறவேண்டிய அளவினைப் பார்க்கிலும் கோட்டாபய ராஜபக்ஸவை முதன்மையாகக்கொண்ட இந்த அரசாங்கம் கொவிட் இறப்புகள் தொடர்பில் பொறுப்புக்கூற வேண்டும். 

ஓகத்து 09 ஆந் திகதி 111 கொவிட் இறப்புகள் பதிவாகின. 10 ஆந் திகதி 118, 11 ஆந் திகதி 124 மற்றும் 12 ஆந் திகதி 156 என்றவகையில் நாள்தோறும் அதிகரிப்பு வேகமாக இடம்பெற்று வருகின்றது. இந்த எண்ணிக்கைகள் உண்மையானவையல்ல என எமக்குத் தெரியும். ஓகத்து 01 ஆந் திகதி தொடக்கம் 10 நாட்களில் எமது நாட்டுப் பிரசைகளில் 971 பேர் இறந்துள்ளார்கள். இது எளிமையான ஒரு விடயமல்ல. மிகவும் பாரதூரமானது. இதயமொன்று இருக்குமாயின், மனிதத்தன்மை இருக்குமாயின் இதயம் இரங்க வேண்டும். உடனடியாக இடையீடுசெய்து தீர்வுகளைக் கண்டறிய வேண்டும் என்பதை அறிந்திருக்கவேண்டும். சுகாதாரத் துறையைச் சேர்ந்த அனைவரும் இந்த நிலைமையைக் கட்டுப்படுத்த உச்சஅளவில் இடையீடு செய்கிறார்கள். ஆனால் அரசாங்கம் அவசியமான தீர்மானங்களை மேற்கொள்வதில்லை. ராஜபக்ஸ அரசாங்கத்தின் உபாயமுறை “கொரோனாவை தோற்கடிப்போம்” என்பதல்ல. “கொரோனாவுடன் வாழ்வோம்” என்பதாகும். “கொரேனா அற்ற வாழ்க்கை”  எனும் போராட்டக் கோசத்திற்குச் செல்வதைவிட “கோரோனாவுடன் வாழ்வோம்” எனும் எனும் போராட்டக் கோசத்தை அமைத்துக்கொண்டார்கள். ஒரு பெறுந்தொற்றுடன் எவ்வாறு சீவிப்பது? அதாவது பெரும்பாலானவர்கள் இறக்கவேண்டும்.  அரசாங்கத்திற்கு தேவை பெருந்தொகையான மக்களை இறக்கச் செய்வித்து சனத்தொகையைக் குறைப்பதா  என நாங்கள் கேட்கவேண்டும். அவர்களுக்கு இந்தப் பிரச்சினை இல்லை என்பதால் கொரோனாவுடன் உயிர்வாழ்வோம் என்கிறார்கள். அவர்கள் மிகவும் பாதுகாப்பாக வசிக்கிறார்கள்.  அனைத்து அரச ஊழியர்களையும் வேலைக்காக அழைத்து உள்ள நிலைமையில் சனாதிபதி செயலகம் சனாதிபதியை சந்திப்பதற்கான குழுக்களை மட்டுப்படுத்த தீர்மானித்துள்ளது.

அவர்களின் பாதுகாப்பிற்காக  சனாதிபதி அலுவலகத்தில் வேலைசெய்பவர்களை மட்டுப்படுத்துவது ஒரு நல்ல தீர்மானமாகும். ஆனால் அந்த தீர்மானத்தை நாட்டுக்காக ஏன் மேற்கொள்வதில்லை? சனாதிபதி, பிரதமர், அமைச்சரவை பாதுகாக்கப்பட்டால்  போதுமென அவர்கள் நினைக்கிறார்கள்.   ஆனால் அமைச்சரவையிலும் தற்போது வைரஸ் பரவியுள்ளது. மக்களின் உயிரும் உயிரல்லவா?  எனவே பொறுப்பற்ற தலைக்கனம் பொருந்திய நடத்தைப் போக்கினை நிறுத்திக்கொள்ளுமாறு அரசாங்கத்தை வலயுறுத்துகிறோம். இறப்புகளின் எண்ணிக்கையைக் குறைக்க நடவடிக்கை எடுக்குமாறு விலியுறுத்துகிறோம். டாக்டர் நிஹால் அபேசிங்க போன்ற நிபுணத்துவ அறிவு படைத்த பெரும்பாலானவர்கள் சேர்ந்து வழங்கிய விதப்புரைகள் இருக்கின்றன. உடனடியாக நட்டமாட்ட மட்டுப்பாடுகளை விதித்து இறப்புக்களின் எண்ணக்கையைக் குறைக்குமாறு   மருத்துவ சங்கங்கள், சுகாதார அமைச்சு வழங்கிய விதப்புரைகளில் கூறப்படுகின்றது. ஆனால் நாட்டை முடக்கப் போவதில்லை என சனாதிபதி கூறுகிறார். அப்படியானால் மனித உயிர்களை காப்பாற்றிக்கொள்கின்ற வழிமுறையை முன்மொழியுமாறு நாங்கள் சவால் விடுக்கிறோம்.  இந்த வேலையை கடவுளிடம் ஒப்படைப்பதில் பயனில்லை. அவர்கள் ஓர் அடியைப் பின்வைக்க விரும்புவதில்லை. மனித உயிர்களைப் பார்க்கிலும்  அவர்களைச் சுற்றியுள்ள தீத்தொழில் புரிபவர்களை பாதுகாக்க அவர்கள் செயலாற்றி வருகிறார்கள். பொருளாதார நெருக்கடி நிலவுகின்றமை உண்மையாகும். மக்கள் அதற்கு பொறுப்புக்கூற வேண்டியதில்லை. தற்போது நோயைக் கட்டுப்படுத்துவதை ஒருபுறம் வைத்துவிட்டு பொருளாதாரத்தைக் கட்டியெழுப்ப நடவடிக்கை எடுக்கிறார்கள். இந்த நடவடிக்கைகளால் பொருளாதாரமும் சீரழிந்து மனித உயிர்களும் இழக்கப்பட்டு  நாடும் சீரழந்து போவதே இறுதியில் இடம்பெறப் போகின்றதென்பதை நாங்கள் வலியுறுத்துகிறோம்.

அரசியல் பற்றி விளக்கமற்ற கும்பலுக்கு நாட்டை ஒப்படைத்தமையின் பிரதிபலனே இவை. வியத் மகவின்  விஞ்ஞானரீதியான முறைக்கமையவே நாட்டை ஆட்சிசெய்வதாக கூறியே அவர்கள் ஆரம்பித்தார்கள். தொடக்கத்தல் சனாதிபதி யுத்தத்தினால் இறந்தவர்களின் எண்ணிக்கையை காட்டி நாட்டை முடக்கவில்லை எனவும் தற்போது 25 – 30 பேர் நோயுற்றார்கள் என்பதற்காக நாட்டை முடக்கப்போவதில்லை எனக் கூறினார். அதன் பின்னர் பெருந்தொற்று பரவுகையில் நன்றாக சாதித்தவர்கள் நாங்கள்தான் என்று கூறினார்.  பெருந்தொற்றினைப் பாதுகாத்திட தடுப்பூசிகளை ஏற்றிக்கொள்வதை விடுத்து முழுநாட்டையுமே பாணியின் பின்னால் பயணித்தல், முட்டிகளை ஆறுகளில் போடுதல் போன்ற மூடநம்பிக்கைளின் பின்னால் ஓட்டினார்கள்.  இவை அரசியல் பற்றி அறியாத கும்பலிடம் நாட்டை ஒப்படைத்தமையின்  பாதகவிளைவாகும்.  தடுப்பூசிகளை ஏற்றிக்கொண்டால் எல்லாமே சரியென தற்போது நினைத்துக்கொண்டு இருக்கிறார்கள்.  ஆனால் இரண்டு தடுப்பூசிகளை ஏற்றிக்கொண்டாலும் தொற்று ஏற்படக்கூடுமென மருத்துவர்கள் கூறுகிறார்கள். மிகவும் அதிகமான தடுப்பூசிகளை வழங்கியவர்கள் அவர்கள்தான் எனக்கூற அரசாங்கம் முயற்சிசெய்து வருகின்றது. ஆனால் மறுபுறத்தில் மிகஅதிகமான இறப்புக்களின் எண்ணிக்கையும் பதிவாகின்ற சாதனையும் படைக்கப்படுகின்றது. அரசாங்கம் சுயநினைவுடன் செயலாற்றுவதில்லை. சாதாரண பொதுமக்களுக்கு கிடைக்கின்ற தரவுகள் சனாதிபதிக்கு  கிடைக்கின்றனவா என்பது எங்களுக்குத் தெரியாது.  அவர் உளவுப் பிரிவுகளிடமிருந்தே தரவுகளை பெற்றுக்கொள்கிறார். உளவுப் பிரிவுகள் வேலை செய்வது “யேஸ் சேர், ஆம் சேர்” என்ற விதத்திலாகும். இந்த நோய் இற்றைவரை தோன்றிய  பெருந்தொற்றுகளைப் பார்க்கிலும் தீவிரமானது. மலேரியா பெருந்தொற்றின்போது பிறிதொருவர் போய் உதவி புரியலாம்.  வேறோரு இடரின்போது போய் உதவலாம். இதன்போது அவ்வாறு முடியாது. அரசாங்கம் அதனை விளங்கிக்கொள்ள வேண்டும். விளங்கிக்கொள்ளாமல் செயலாற்றுவதால் இந்த இறப்புகளுக்கான பொறுப்பினை அரசாங்கம் ஏற்றுக்கொள்ள வேண்டும். 

 மருத்துவர்களை உள்ளிட்ட சுகாதாரப் பணியாளர்களின் அர்ப்பணிப்பு காரணமாகவே இந்த அளவிலேனும் கட்டுப்படுத்தப்பட்டுள்ளது.  அரசாங்கத்திற்கு வெளியில் உள்ள நிபுணர்கள் மாத்திரமன்றி அரசாங்கத்திற்கு உள்ளே இருப்பவர்களும் எச்சரிக்கை செய்கிறார்கள். பேராசிரியர் திஸ்ஸ விதாரண, நிபுணத்துவ மருத்துவர் சுதர்ஸனீ பர்ணாந்துபுள்ளே போன்றவர்கள் கூறுகின்றவற்றுக்குக்கூட அரசாங்கம் செவிசாய்ப்பதில்லை. ஆனால் புத்திஜீவிகளின் உதவியைப்பெற்று நாட்டை ஆட்சிசெய்வதற்காகவே  திருவாளர் கோட்டாபய ராஜபக்ஸ அதிகாரத்திற்கு வந்தார். இந்த நேரத்தில் அரசாங்கத்திற்கு பெறுமதியான ஆலோசனைகளைக் கூறுமாறு நாங்கள்  அந்த புத்திஜீவிகளுக்கு கூறுகிறோம். ஆனால் அரசாங்கம் சட்டத்தை அமுலாக்கி முன்னுதாரணம் வழங்குவதற்குப் பதிலாக மக்களிடம் பொறுப்பினை ஒப்படைத்து விடுதலைபெறவே  தயாராகி வருகின்றது. அரசாங்கம் சட்டத்தை அமுலாக்கி முன்னுதாரணம் வழங்குவதில்லை என்பதால் மக்கள் தமது அலுவல்களை மேற்கொள்ளவும்  தயக்கமின்றி மன்வருகிறார்கள். டெல்டா திரிபுரு வந்துள்ளவேளையிலும் அது பற்றிய நிபுணத்துவ கருத்துக்களை பொருட்படுத்தாமல் நாட்டைத் திறந்துவிட அரசாங்கம் தீர்மானித்தது. திருமண வைபவங்களை நடாத்துதல், மசாஜ் சென்டர்களை திறத்தல்,  வார இறுதிச் சந்தைகளை திறத்தல் போன்றவற்றை ஆரம்பத்தில் அமுலாக்கி நடமாட்ட மட்டுப்பாடுகளை முழுமையாக நீக்கினார்கள். ஓகத்து 02 ஆந் திகதி அனைத்து அரச ஊழியர்களையும் வேலைக்கு சமுகமளிக்குமாறு அறிவித்தார்கள். புகையிதங்களில் பஸ் வண்டிகளில் மக்கள் நெரிசலுடன் செல்லும்போது நோய் பரவமாட்டாதா? மூன்று நாட்களுக்குப் பின்னர் சுற்றறிக்கையை வாபஸ்பெறவேண்டி ஏற்பட்டது. குறைந்தபட்சம் சுற்றறிக்கையொன்றை வெளியிடும்போதாவது எந்தளவுக்கு சிந்தித்துச் செயலாற்றுகிறார்கள் என்பது இதன்மூலமாக தெளிவாகின்றது. மூளை இறந்தவர்கள் தீர்மானங்களை மேற்கொள்வதாக அரசாங்கத்தைச் சேர்ந்தவர்களே கூறுகிறார்கள்.

அண்மையில் கேஸ் கியூவரிசையொன்று இருந்தது. பெருந்தொற்று நிலைமையில் கேஸ், பால் மா வழங்குவதற்கான திட்டமொன்றை அரசாங்கம் வகுக்கவேண்டும். அவ்வாறில்லாவிட்டால் மக்கள் கியுவரிசைகளில் நிற்பார்கள்.  3 – 4 நாட்களாக கேஸ் வரிசையை அமைத்து இறுதியாக கேஸ் விலையையும் அதிகரித்தார்கள்.  மக்களின் உரிமைகள் அற்றுபப்போகின்றவேளையில் நாடு திறக்கப்பட்டிருந்தால் மக்கள் வீதிகளில்  இறங்குவார்கள். நோயிலிருந்து  கவனமாக இருக்கவேண்டுமென்ற மனோநிலையை மக்களிடமிருந்து அகற்றி தடுப்பூசியால் எல்லாமே நடந்துவிடும்  என்ற  அபிப்பிராயத்தை அரசாங்கம் ஏற்படுத்தி இப்போது மக்களை குறை கூறுகிறார்கள். இப்போதாவது இறுமாப்பினை ஒருபுறம் ஒதுக்கிவைத்துவிட்டு நோயுறுகின்ற மற்றும் இறக்கின்ற மக்களைப் பற்றிச் சிந்தித்துப் பார்த்து   தீர்மானம் எடுக்குமாறு நாங்கள் அரசாங்கத்திற்கு கூறுகிறோம். மருத்துவர்களை உள்ளிட்ட நிபுணர்கள்  வழங்குகின்ற விதப்புரைகளுக்கு அமைவாக தீர்மானம் எடுங்கள். அறுபத்தொன்பது இலட்சம்பேர் அரசாங்கத்திற்கு வாக்களித்தது இடர் நேர்கின்றபோது கடவுளிடம் ஒப்படைப்பதற்காக அல்ல.  அப்படியானால் அரசாங்கம் விலகி இந்த கொடுக்கல் வாங்கலை தீர்த்துக்கொள்ள எங்களுக்கு இடமளிக்கவேண்டும். சரியான தீர்மானங்களை மேற்கொண்டு இந்த நிலைமையை கட்டுப்படுத்துமாறு இறுதியாக நாங்கள் அரசாங்கத்தை வலியுறுத்துகிறோம்.   அதைப்போலவே சற்று சிந்திப்பவர்களை அரசாங்கத்திற்கு அழுத்தம் கொடுக்குமாறு நாங்கள் வலியுறுத்துகிறோம். பேரிரைச்சலுடன் கூறினால் மாத்திரமே இந்த அரசாங்கத்திற்கு ஓரளவாவது கேட்கும்.  முழு அரசாங்கமுமே இந்த நிலைமைக்கு பொறுப்புக்கூற வேண்டும்.  எனவே அதிலிருந்து விடுபட முழு அரசாங்கமும் இடையீடுசெய்ய வேண்டும். உங்களை பாதுகாக்காத அரசாங்கமொன்று  இருப்பதால் கவனமாக இருக்குமாறு நாங்கள் மக்களுக்கு கூறுகிறோம். பொருளாதாரம் பற்றி மாத்திரம் சிந்திக்கின்ற, மக்களைப்பற்றிச் சிந்திக்காத அரசாங்கமொன்று  மக்களைப் பாதுகாத்திட மாட்டாது.  எனவே இப்படிப்பட்ட அரசாங்கங்களை ஆட்சிக்கு கொண்டுவராதிருக்க பாடம் கற்றுக்கொள்ளுமாறும் மக்களிடம் கேட்டுக்கொள்கிறோம்.

இந்த நோயைக் கட்டுப்படுத்துவதற்காக ஓர் அமைப்பென்றவகையில் தேசிய மக்கள் சக்தியால் பெற்றுக்கொடுக்ககூடிய அனைத்தையுமே வழங்க நாங்கள் செயலாற்றி வருகிறோம்.  சரியான தீர்மானங்களை எடுத்து இப்போதாவது இந்த பேரழிவினை கட்டுப்படுத்தி, நிர்க்கத்தியுற்ற மக்களை பாதுகாத்திட இடையீடு செய்யுமாறு மிகவும் இறுக்கமாக அரசாங்கத்தை வலியுறுத்துகிறோம்.

இழக்கின்ற ஒவ்வொரு மனித உயிரினதும் பொறுப்பினை அரசாங்கம் ஏற்கவேண்டும்…..

தேசிய மக்கள் சக்தியின் பாராளுமன்ற உறுப்பினர் கலாநிதி ஹரினி அமரசூரிய  

தேசிய மக்கள் சக்தி என்றவகையில் கொவிட் நோய் காரணமாக இறந்த எமது சகோதர சகோதரிகள், உறவினர்கள்  மற்றும் இந்நாட்டின் பிரசைகளுக்கு எமது ஆழ்ந்த அனுதாபத்தை தெரிவித்துக் கொள்கிறோம்.  இந்த பெரும்பாலான இறப்புகள் தடுத்துக்கொள்ளக்கூடிய எனினும் தடுக்கப்படாத இறப்புகளாகும்.  அரசாங்கத்தின் கவனயீனம், தாமதம் மற்றும் தவறான முடிவுகள் காரணமாகவே இவர்களில் பெரும்பாலானவர்கள் இறந்தார்கள். ஆனால் நாங்கள் ஒருபோதுமே அவர்களிடமிருந்து அப்படிப்பட்ட ஒன்றை எதிர்பார்ப்பதில்லை. அத்தகைய கூருணர்வினை இந்த அரசாங்கத்திடமிருந்து எதிர்பார்க்க முடியாது.  நாங்கள் இழப்பது இந்த நாட்டுக்கு பெறுமதியான உயிர்களே என்பதை தேசிய மக்கள் சக்தி ஏற்றுக்கொள்கின்றது. அந்த உயிர்களை காப்பாற்றிக்கொள்ள இயலாமல் போனமைக்காக நாங்கள் மனம்வருந்துகிறோம். 

நாட்டு மக்கள் இத்தருணத்தில் மிகுந்த பயத்துடனேயே இருக்கிறார்கள். எந்த நேரத்தில் தாம் நேசிக்கின்ற மனிதர்கள் பிரிந்து செல்வார்கள் என அறியாத அதிர்ச்சியிலேயே இருக்கிறார்கள். அதைப்போலவே நோயின் இயல்பு காரணமாக எங்களால் வழமைபோல் எம்மால்  ஒருவரையொருவர் பேணிப்பாதுகாத்திட இயலாது.  பொதுவாக எமது சமூகத்தில் ஒருவர் நோயுற்றால் மற்றவர்கள் ஒன்றுசேர்ந்து பராமரிப்பார்கள். இதன்போது குறைந்தபட்சம் இறப்பில் புரியப்படுகின்ற பாரம்பரிய சடங்குமுறைகளில் சிலவற்றைக்கூட புரியமுடியாத நிலைமையே காணப்படுகின்றது. எமது துன்பத்தை தணித்துக்கொள்ள அந்த சடங்குகளைக்கூட இத்தருணத்தில் புரியமுடியவில்லை.  எனவே எமது நாட்டின் பெரும்பாலானவர்கள் மனவேதனையில், அச்சத்தில், கவலையில், சந்தேகத்துடனேயே இருக்கிறார்கள்.   அத்தகைய தருணத்தில் எமது அரசாங்கம் எங்கே எனக் கேட்கவேண்டும். இத்தகைய அனர்த்தமொன்றின்போது தலைமைத்துவம் வழங்கவே  அரசாங்கமொன்று நியமிக்கப்படுகின்றது.  ஏதேனும்விதத்தில் எமது பிரச்சினைக்கு தீர்வுகிடைக்குமென்ற எதிர்பார்ப்புடன் மக்கள் இருக்கிறார்கள்.  ஆனால் தற்போது அரசாங்கத்தின் மௌனம் சாதிக்கின்ற நிலைமையை பொறுப்பிலிருந்து விலகிநிற்பதையே நாங்கள் காண்கிறோம்.  நாட்டு மக்களை கடவுளிடம் ஒப்படைப்பதாயின் அரசாங்கம் எதற்காக? தலைவர்கள் எதற்காக? எமது தலைவர்கள் மக்கள் அனுபவிப்பதை எவ்வாறு உணர்கிறார்கள்? மக்களைப் பற்றி அவர்கள் என்ன நினைக்கிறார்கள்?  அவர்கள் எமக்கு கூறவேண்டும்.

விஞ்ஞானரீதியான தகவல்கள் இருக்கையிலும் தீர்மானங்களை மேற்கொள்வதில்லையாயின்  வேறு தகவல்கள் அவர்களிடம் இருக்கின்றனவா?  நாம் அறியாதவற்றை அவர்கள் அறிவார்களா? பொறுப்புவாய்ந்த ஓர் அரசாங்கமெனில் இவர்கள் எந்த அடிப்படையில் தீர்மானம் எடுக்கிறார்கள் என்பதை அவர்ளை நியமித்த மக்களுக்கு கூறவேண்டும். சுகாதாரத் துறையின் விஞ்ஞானிகளின் விதப்புரைகளை பொருட்படுத்தாமல் தீர்மானம் மேற்கொள்ளல் பற்றி அரசாங்கத்திடமிருந்து பதில் தேவை. அரசாங்கம் இத்தருணத்தில் எடுக்கின்ற முடிவுகள் காரணமாக மக்கள் மடிகிறார்கள். மனித உயிர்கள் என்பது இலக்கங்கள் மாத்திரமல்ல. ஒவ்வோர் உயிருக்கும் கடப்பாடு உண்டு. அரசாங்கம் எடுக்கின்ற தீர்மானங்களால் அந்த கடப்பாடுகளுக்கே தாக்கம் ஏற்படுகின்றது.   மனித உயிர்களைப் பாதுகாக்கின்ற பொறுப்பிலிருந்து விலகிநின்று கடவுளிடம் ஒப்படைப்பார்களாயின் அத்தகைய அரசாங்கம் எமக்கு வேண்டாம். குறைந்தபட்சம் அவர்கள் எடுக்கின்ற தீர்மானங்கள் தொடர்பில் பொறுப்பினை ஏற்றுக்கொள்ள வேண்டும். பாதுகாப்பான அறைகளில் மறைந்திருந்து புரிகின்ற நடத்தைகள் பொறுப்பற்றவை.

இந்த அனைத்துவிதமான தவறான முடிவுகளினதும் மத்தியில் அதனைத் தாங்கிக்கொண்டு சுகாதாரத்துறையில் உள்ள அனைவரும் பாரிய செயற்பொறுப்பினை ஆற்றுகிறார்கள். இற்றைக்கு ஒன்றரை வருடங்களக்கு மேலாக அவர்கள் எல்லையற்ற பிரயத்தனத்தில் ஈடுபட்டு வருகிறார்கள். இத்தருணத்தில் அபாயநேர்வில் முன்னணியில் திகழ்பவர்கள் அவர்களே. மருத்துவத்துறையிலும்  ஒட்டுமொத்த சுகாதாரத் துறையிலும் உள்ளவர்கள் பெரும்பாலானவர்கள் தொற்றுக்கு இலக்காகி உள்ளார்கள். அவர்களின் ஆரோக்கியத்திற்காக நாங்கள் பிரார்த்திக்கிறோம். இந்த தடைகளின் மத்தியில் அவர்கள் ஆற்றுகின்ற அரும்பணிக்காக நாங்கள் நன்றி கூறுகிறோம். மக்களைப் பற்றிச் சிந்தித்து அவர்கள் அளித்துவருகின்ற அர்ப்பணிப்பினை நாங்கள் விசேடமாக பாராட்டுகிறோம். மக்களைக் கைவிட்டு சுகாதாரத்துறையைக் கைவிட்டு செயலாற்றவேண்டாமென அரசாங்கத்தை வலியுறுத்துகிறோம்.  அரசாங்கம் மனித உயிர்களுக்கும் பொருளாதாரத்திற்கும் இடையில் தெரிவொன்றினைச் செய்து மனித உயிர்களைப் பார்க்கிலும் பொருளாதாரத்தின்மீது கவனிப்பு காட்டுமாயின் மனித உயிர்களை பொருட்படுத்தாத பொருளாதாரம் எவருக்காக என அரசாங்கத்திடம் கேட்கிறோம். எங்களுக்கு இந்த நாட்டு மக்களே முக்கியம்.   

சனாதிபதியவர்களின் அறியாமை காரணமாக இவ்வாறு இடம்பெறுவதாக கூறமுடியும். ஆனால் அரசாங்கம் என்பது ஒரு தனிமனிதரல்ல. பொதுவான பொறுப்பினை வகிக்கின்ற மக்கள் குழுவாகும். ஒவ்வொருவர்மீது பொறுப்பினை சுமத்தி பொறுப்பிலிருந்து விடுபட இயலாது. அனைவரும் பொறுப்பினை வகிக்கவேண்டும். அவர்கள் எடுக்கின்ற தீர்மானத்தின் பின்னால் உள்ள வாதம் யாது என்பதை வெளிப்படுத்த வேண்டும்.  இழக்கின்ற ஒவ்வோர் உயிரினதும் பொறுப்பினை அரசாங்கம்  வகிக்கவேண்டுமென நாங்கள் வலியுறுத்துகிறோம்.

நாட்டை முடக்காவிட்டால் சுகாதார முறைமை சிதைந்துவிடுமென அரசாங்கத்திற்கு எச்சரிக்கை விடுக்கிறோம்….

தொற்றுநோயியல் நிபுணர், நிபுணத்துவ மருத்துவர் நிஹால் அபேசிங்க

நாடு ஒரு தீர்வுக்கட்டமான தருணத்தில் இருக்கையிலேயே நாங்கள் இந்த ஊடக கலந்துரையாடலை நடாத்துகிறோம். இன்றளவில் 345,000  தொற்றாளர்களும் 5,620 இறப்புகளும் பதிவாகி உள்ளன. வைத்தியசாலைகளில் 37,199 பேர் சிகிச்சை பெற்று வருகின்றனர். கடந்த வாரத்திற்குள் 115 சராசரி எண்ணிக்கை கொண்டதாக இறப்புகள் இடம்பெற்றன. கடந்த ஒரு மாதகாலமாக பல்வேறு மருத்துவ சங்கங்கள், நிபுணத்துவ மருத்துவர்கள், உலக சுகாதார தாபனம்  இந்த அபாயகரமான நிலைமை உருவாகுமென அரசாங்கத்திற்கு எடுத்துரைத்தார்கள். அதனால் அவசியமான நடவடிக்கைகளை மேற்கொள்ளுமாறு அறிவுறுத்தல் வழங்கினார்கள்.  எனினும் எமது நாடும்  ஏப்பிறல் மாதத்தில் இருந்து மியன்மார், இந்தோனேசியா. மலேசியா, இந்தியா போன்ற பாரதூரமான பெருந்தொற்று நிலைமையை அடைந்து வருகின்றது. இன்றளவில் பதிவாகின்ற இறப்புக்களின் எண்ணிக்கை தொடர்பில் பாரதூரமானவகையில் கவனஞ்செலுத்தவேண்டி உள்ளது.

நாளொன்றுக்கு குறைந்தபட்சம் நூறுபேர் என எடுத்துக்கொண்டால் மாதமொன்றில் 3000 பேர் இறக்கின்றார்கள். எனினும் இது 4500 வரை அதிகரிக்கக்கூடும். இதில் ஏறக்குறைய 75 சதவீதமானவ முதியோர்கள் இறக்கக்கூடும். இந்த நிலைமை பொருட்படுத்தாமல் விடக்கூடிய ஒன்றல்ல. மொத்த சனத்தொகையில் 60 வயதிற்கு மேற்பட்ட சனத்தொகை 13 சதவீதம் மாத்திரமே.  உலக சுகாதார தாபனத்தின் இலங்கை அலுவலகத்துடன் நாங்கள் விசேட கலந்துரையாடலொன்றை மேற்கொண்டோம். உலக சுகாதார தாபனத்தில் பல வருடங்கள் செயலாற்றிய நிபுணர்கள் அனைவரும் அதில் இணைந்துகொண்டார்கள். நாங்கள் தயாரித்த அறிக்கையை சுகாதார அமைச்சருக்கும் அரசாங்கத்திற்கும் கையளித்தோம். எதிர்காலத்தில் தோன்றக்கூடிய பாரதூரமான நிலைமை பற்றிக் குறிப்பிடப்பட்ட அவ்வறிக்கை ஊடகங்களுக்கு வெளியிடப்பட்டுள்ளது. இந்த அறிக்கையில் அடங்கியுள்ள விடயங்களில் இந்த ஆண்டு நிறைவடைகையில் 30,000 இறப்புகள் நேரிடக்கூடுமென எடுத்துக்காட்டப்பட்டுள்ளது. தற்போது ஒரு மாதத்தில் இடம்பெறுகின்ற ஏறக்குறைய 3000 இறப்புகள் ஒற்றோபர் மாதமளவில் 6000 ஆக அமையக்கூடும். திட்டவட்டமான முடிவுகளையும் தீர்மானங்களையும் அமுலாக்காவிட்டால் இவ்விதமான பாரதூரமான பேரழிவு எற்படக்கூடும்.

அரசாங்கம் மிகவும் பலவீனமான, மிகவும் மெதுவாக, விஞ்ஞானரீதியான தகவல்களை பாவிக்காமல் செயலாற்றி வருவது புலனாகின்றது. நாட்டில் ஊரடங்குச் சட்டம்போன்ற நிலைமையை பிரகடனஞ் செய்யப்போவதில்லையென அரசாங்கம் திட்டவட்டமாக கூறியுள்ளது. நிலவுகின்ற செயலணிக்கு  வைரஸ் தொடர்பிலான தீர்மானங்களை மேற்கொள்வதற்கான புரிந்துணர்வு கிடையாது. எல்லாவற்றையும் அறிந்தவர்கள் எவருமே இல்லையென நாங்கள் வலியுறுத்துகிறோம். எனவே நாங்கள் புத்திஜீவிகள் அனைவருக்கும் அழைப்புவிடுத்து அவர்களின் அறிவையும் அனுபவத்தையும் பாவித்து அறிக்கையொன்றை தயாரித்தோம். உலக சுகாதார தாபன அலுவலகத்தில் கூடி நாங்கள் தயாரித்த அறிக்கையை ஒப்படைத்து எமது பொறுப்பினை ஈடேற்றினோம்.  உலகம் ஏற்றுக்கொண்ட வைரஸ் நிபுணர் ஹொங்கொங் பல்கலைக்கழகத்தின் பேராசிரியர் மலிக் பீரிஸ் அவர்கள் மத்தியில் இருக்கிறார். அவர் சார்ஸ் வைரஸ் பற்றி கற்கையினை மேற்கொண்ட முதன்மை வகிக்கின்ற பேராசிரியராவார். மலேரியா கட்டுப்பாட்டு இயக்கத்தில் முதன்மைப் பங்கினை ஆற்றிய நிபுணத்துவ மருத்துவர் திருமதி காமினீ மென்டிஸ் அவர்களும் இருக்கிறார். இத்தகைய ஒன்றுசேர்க்கக்கூடிய மிகச்சிறந்த அணியை ஒன்றுசேர்த்து தயாரித்த அறிக்கை கையளிக்கப்பட்டுள்ளது.  அரசாங்கம் இந்நாட்டின் 21 மில்லியனுக்கு மேற்பட்ட மக்கள் தொடர்பிலேயே முடிவுகளை எடுக்கின்றது.  அதனால் ஏற்புடைய நிபுணர்களை அழைப்பித்து அறிக்கைகளை பெற்றுக்கொள்ளவேண்டிய பொறுப்பு அரசாங்கத்திற்கு இருக்கின்றது. ஆனால் அரசாங்கம் அந்த பொறுப்பினை தவறவிட்டுள்ளமை தெளிவாகின்றது.

புள்ளிவபரத் தரவுகளை திரிபுபடுத்தவது பாரதூரமான ஒரு நிலைமையாக வளர்ச்சியடைந்து வருகின்றது. பிசீஆர் பரிசோதனைகளில் பொசிடிவ் ஆனவர்கள் 4,171 பேர் இருப்பதோடு ரெப்பிட் என்டிஜன் பரிசோதனை செய்யப்பட்டவர்களில் 1,239 பேர் தொற்றாளர்கள் என இனங்காணப்பட்டுள்ளது.  அதன் கருத்து யாதெனில் ஒரு நாளில் 5,500 பேர் தொற்றாளர்களாக இனங்காணப்பட்டமையாகும். சுகாதார அமைச்சின் தொழிற்பாட்டுக் கருமபீடம் இதனை அறிவித்தது. அறிக்கை செய்யப்படுகின்ற புள்ளிவிபரங்கள் பற்றி நாங்கள் தொடர்ச்சியாக கேள்விக்குட்படுத்தினோம்.  தொற்றுநோயியல் பிரிவினால்  வெளியிடப்படுகின்ற தரவுகளுக்கும் உத்தியோகபூர்வரீதியாக வழங்கப்படுகின்ற தரவுகளுக்கும் இடையிலான வித்தியாசத்திற்கான காரணத்தைக் கேட்டோம். ஆரம்பத் தருணத்தில்  பிசீஆர் பரிசோதனை மற்றும் ரெபிட் அன்டிஜன் பரிசோதனை ஆகிய இரண்டையும் ஒரே ஆள் செய்துகொள்வதால் தொற்றாளர்கள் பற்றிய அறிக்கைகளில் இருவராக பதியப்படலாமென பதில் கிடைத்தது.  மறுபுறத்தில் தொற்றுநோயியல் பிரிவு முற்பகல் 10.00 மணிக்கு தரவுகளை வெளியிட்டாலும் ஏனைய அறிக்கை முந்திய தினத்தன்று இரவு 10.00 மணிக்கே வெளியிடப்படுவதாக எமக்கு கூறுகிறார்கள். ஆனால் 1,500 வரையான வித்தியாசம் இருக்கின்றமை  சம்பந்தமாக நிலவுகின்ற பாரதூரமான சிக்கல் தொடர்பில் வழங்கிய பதிலை நாங்கள் நம்பப்போவதில்லை.

அவுஸ்திரேலியாவின் மெல்பர்ன் பல்கலைக்கழகத்தைச் சேர்ந்த ஒரு குழுவுடன் நாங்கள் மேற்கொண்ட கலந்துரையாடலில் இவ்வாண்டில் இறுதியளவில் ஏறக்குறைய 30,000 வரையான இறப்புகள் இடம்பெறக்கூடுமென எதிர்வு கூறப்பட்டது.  எமக்கு அறிந்துகொள்வதற்காக உள்ள மட்டுப்படுத்தப்பட்ட தரவுகளையும் தகவல்களையும் வரையறுப்பதானால் சரியான எதிர்வுகூறலை செய்யஇயலாது. நாளொன்றுக்கு 120 இறப்புகள் பதிவாகின்றவேளையில் எதிர்வுகூறலைச் செய்தாலும் தற்போது 150 இறப்புகளை கடந்துள்ளமையால் எதிர்வுகூறலும் மாற்றமடையவேண்டும். 

தடுப்பூசி எற்றல் சம்பந்தமாக அரசாங்கம் தொடர்ச்சியாக கூறுகின்ற வெளிப்பாடுகளின் யதார்த்தநிலை பற்றி கேள்விக்குட்படுத்த வேண்டியது பிரதான விடயமொன்றாகும்.    முதலாவது தடுப்பூசி 98 சதவீதமானோருக்கு வழங்கியுள்ளதாக கூறுகிறார்கள். எந்தவிடயத்தின் நிமித்தமோ முதலாவது தடுப்பூசியை வழங்குவதில் இலங்கை முன்வரிசையில் இருப்பது தெளிவாகின்றது. ஆனால் இரண்டாவது தடுப்பூசி 28 சதவீதத்திற்கு மாத்திரமே வழங்கப்பட்டுள்ளது. குறிப்பாக டெல்டா திரிபுரு செல்வந்த நாடுகளில்கூட வேகமாக பரவிவருவதோடு லெம்டா எனப்படுகின்ற புதிய திரிபுரு இனங்காணப்பட்டதும் நிலைமை மேலும் தீவிரமடைந்துள்ளது. இதனால் உலக சுகாதார தாபனம் இரண்டு தடுப்பூசிகளும் அவசியம் என்பதை வலியுறுத்திக் கூறுகின்றது. அதன் மூலமாக நோயினைத் தவிர்த்துக்கொள்வதற்கான ஆற்றல் குறைவடைது கிடைப்பதில்லை. இறப்புகளும் சிக்கலான நிலைமை உருவாகுதலும் குறைக்கப்படுதலே இடம்பெறுகின்றது. 98 சதவீதத்திற்கு தடுப்பூசி வழங்கப்பட்டமை தொடர்பாக மேற்கொள்ளப்படுகின்ற பிரச்சாரம் காரணமாக மக்கள் தவறாக வழிநடாத்தப்படலாம். ஒரு தடுப்பூசி போதுமானதாக அமையமாட்டாது.  இரண்டாவது தடுப்பூசி வழங்கப்பட்டவர்களை எடுத்துக்கொண்டால்  கொழும்பில் 30 வயதிற்கு மேற்பட்ட சனத்தொகையில் 58 சதவீதமும் கம்பஹாவில் 48 சதவீதமும் கழுத்துறையில் 44 சதவீதமும் மாத்தளையில் 34 சதவீதமுமாக அமைகின்றவேளையில்  ஏனைய அனைத்து மாவட்டங்களிலும் மிகவும் குறைவானதாகும். அம்பாந்தோட்டை 21 சதவீதம், காலி 12 சதவீதம், மாத்தறை 16 சதவீதம், இரத்தினபுரி 9 சதவீதம், குருநாகல் 15 சதவீதம், பதுளை 15 சதவீதம் மற்றும் கண்டி 2.5 சதவீதம் மாத்திரமே இரண்டு தடுப்பூசிகளும் வழங்கப்பட்டுள்ளன.   

எனவே தடுப்பூசி ஏற்றல் சம்பந்தமாக தவறான கருத்தியலுக்கு செல்லவேண்டாமென மக்களிடம் கேட்டுக் கொள்கிறோம். ஒரு தடுப்பூசியை ஏற்றிக்கொள்வது நோயிலிருந்து பாதுகாத்துக்கொள்ள போதுமானதாக அமையமாட்டாது. இரண்டு தடுப்பூசிகளை பெற்றுக்கொண்டாலும் சுகாதார வழிகாட்டல்களுக்கிணங்க செயலாற்றவேண்டியதை கட்டாயமானதாக்க வேண்டும்.  தடுப்பூசிகளிலிருந்து மாத்திரம் தப்பித்துக்கொள்ள இயலாத அபாயங்கள் இருக்கின்றன. புதிய திரிபுருக்கள் உருவாகி வருகின்றன. அரசாங்கத்தின் தடுப்பூசி பகிர்ந்தளித்தலில் பாரதூரமான சிக்கல்கள் நிலவுகின்றன. இந்த விடயங்களையும் கவனத்திற் கொள்ளல் வேண்டும்.   வீடுகளில்  நோயாளிகளை பேணிப்பாதுகாப்பதைப் போலவே வைத்தியசாலை முறைமையைப் பேணிவருவதும் பாரிய சவாலாகும். நோயாளிகள் முதலில் அனுமதிக்கப்படுகின்ற  இரண்டாம்நிலை முகாம்கள் அனைத்தும் நிரம்பி வழிகின்றன. வைத்தியசாலைகளில் நோயாளிகளுக்கு தனித்தனியாக இடவசதிகள் இருக்கவேண்டும். சுகாதாரப் பணியாளர்களும் நோய்க்கு இரையாகி வருகின்றமையால் மக்கள் கவனமாக இருக்கவேண்டியது அத்தியாவசியமானதாகும்.  வைத்தியசாலைகள் செயலிழந்து வருகின்ற நிலைமையில் குறைந்தபட்சம் இரண்டு வாரங்களேனும்  நடமாட்ட மட்டுப்பாட்டு நடவடிக்கைகளை எடுக்காவிட்டால் சுகாதார முறைமை சீரழிந்து விடுவதாக அரசாங்கத்திற்கு எச்சரிக்கை விடுக்கிறோம்.  

ஏனைய நோய்களால் இறக்கின்ற மட்டத்திற்கு  வைத்தியசாலைத் தொகுதி செயலிழக்க இடமுண்டு. எமது நாடு தீர்வுக்கட்டமான நிலைமையிலேயே இருக்கின்றது. எனவே நாங்களும் தப்பித்துக்கொண்டு பிறரையும் பாதுகாத்துக்கொண்டு செயலாற்றவேண்டிய பொறுப்பு எம்மனைவருக்கும் உண்டு. அதேவேளையில் அரசாங்கம் மக்களின் வாக்குகளால் நிமிக்கப்பட்டு அதிகாரத்தில் உள்ளதால் மக்களை மரணத்திலிருந்து பாதுகாத்துக் கொள்வதற்கான விசேட பொறுப்பு அரசாங்கத்திற்கு உண்டு. மக்களை மரணத்தின் பிடியிலிருந்து காப்பாற்றிக்கொள்ள உடனடியாக  நடவடிக்கை எடுக்குமாறு கடினமான கோரிக்கையை முன்வைக்கிறோம்.

Epidemiologist Dr. Nihal Abeysinghe warns that about 30,000 people could die from the corona epidemic by the end of this year if essential health recommendations, including travel restrictions, are not implemented to curb the fast-growing Delta variety.

The specialist doctor made this warning at a media briefing of the National People’s Power (NPP) held today (13th). Following is the full text of his views:
“We are holding this press conference at a crucial time for the country. At present, 345,000 corona infections and 5,620 deaths have been reported. 37,199 are being treated in hospitals. People with minimal symptoms are being treated at home. Deaths averaged 115 last week. 1156 people died in a week. Over the past month, various medical associations, specialist doctors, and the World Health Organization warned the government regarding the emergence of this dangerous situation. The government was therefore advised to take necessary action. But our country too has developed into a serious epidemic situation like in Myanmar, Thailand, Indonesia, Malaysia, India since April. Serious attention should be paid to the number of deaths reported so far. Even with a minimum of 100 deaths per day, 3,000 die each month. But this could increase to 4,500. About 75% of the elderly can die. This situation is not a trivial matter. Only 13% of the population is over 60 years of age. We had a special discussion at the World Health Organization’s Lanka office. All the experts who have worked for many years in the World Health Organization participated. We submitted a report to the Minister of Health and the Government. The report has been released to the media stating the serious situation that may arise in the future. According to the report, there could be 30,000 deaths by the end of this year. The current 3,000 deaths a month could be as high as 6,000 by October. Serious tragedies like this can happen if specific decisions are not implemented.
It seems that the government is acting very weakly, very slowly, without using scientific information. The government has stated that it will not impose a curfew in the country. The existing task force does not have the understanding to make decisions regarding a virus. We emphasize that no one knows everything. So we invited all the experts and prepared the report using their knowledge and experience. We met at the WHO office and submitted our report.
World-renowned virologist Professor Malik Peiris of the University of Hong Kong is among them. He was a leading professor of the SARS virus. Dr. Kamini Mendis is a specialist in the field of malaria control who has played a leading role in our country and the world. The best team that can be collected like this has come together and given a compiled report. The government takes decisions on behalf of the 21 million people in this country. Therefore, the government has a responsibility to call relevant experts and obtain reports.
However, it is clear that the government is neglecting that responsibility. Distortion of statistics is becoming a serious situation. 4171 people have tested positive from PCR, and 1239 have tested positive from the antigen. It is estimated that about 5500 infected people were identified in a single day. This was reported by the Operations Room of the Ministry of Health. We continuously questioned the statistics that have been reported.
The discrepancies between the data released by the Epidemiology Unit and the data officially provided were inquired. Initially, the answer was that the same person could perform both the PCR and antigen tests and the infection could be recorded as two. On the other hand, we were told that the Epidemiology Unit released the data at 10.00 am but the other report was released at 10.00 pm the night before. Nevertheless, we do not believe these answers to the most serious problem about the difference of about 1500.
In an interview with a team at the University of Melbourne in Australia, we predicted that by the end of this year, there could be around 30,000 deaths. Accurate predictions cannot be made if we limit the amount of accurate data and information available to us. Predictions were made at a time when about 120 deaths were reported per day, but now with more than 150 deaths, the forecasts have to change. The main point to be raised is the reality of the government’s continued claims regarding vaccination. It is said that about 98% of the first vaccine is given. For whatever reason, it is clear that Sri Lanka is ahead in providing the first vaccine. However, only 28% were given the second vaccine. The Delta variety is spreading rapidly, especially in rich countries, and the situation has been exacerbated by identifying a new variety, the Lambda. This is why the WHO insists that both vaccines are needed.
This does not mean that we can avoid disease. It would minimize the risk of death and complications. The propaganda misleads 98% of people about vaccination. One vaccine is not enough. Of those who received the second vaccine, 58% of the population over 30 in Colombo, 48% in Gampaha, 44% in Kalutara and 34% in Matale have had both jabs. Only a very low percentage of all other districts have received the vaccine. Only 21% in Hambantota, 12% in Galle, 16% in Matara, 9% in Ratnapura, 15% in Kurunegala, 15% in Badulla and 2.5% in Kandy have been vaccinated. Therefore, we urge the public not to take a wrong view regarding vaccination. Getting vaccinated is not enough to get rid of the disease. Even if both vaccines are given, it is imperative to behave according to health guidelines. There is the danger of not being able to escape the virus from vaccination alone. New varieties are emerging. The distribution of government vaccines is a serious problem. These factors also need to be taken into consideration.
Taking care of patients at home as well as maintaining the hospital system is a big challenge. All the intermediate camps where patients are admitted first are full. Hospitals should also have separate facilities for other patients. People need to be careful because health workers are also getting sick. The health system will collapse if the travel restrictions are not implemented for at least two weeks in a situation where hospitals are deteriorating. The hospital system may become inactive to the point of people dying from other diseases. Our country is at a critical juncture. Therefore, we all have a responsibility to save ourselves and others. Meanwhile, the government has a special responsibility to save the people from death as it is elected by the people and holds power. We strongly urge the government to intervene immediately to save the people from death.”

At this moment, we are all aware of the disastrous outbreak of the Covid pandemic in the country. The government is terribly silent in the face of such a catastrophe. The President and the government pretend not to see. They have abdicated responsibility to the general public. The government has been behaving ignorantly and arrogantly since the very start of the Covid outbreak. Specialists, epidemiologists, and others who should have taken the lead on this issue were set aside and military leaders known to Gotabhaya Rajapaksa were brought to the forefront. We acknowledge that the military and the police have a role to play in this catastrophe. But decisions must be made by experts, including specialist doctors. Ignoring them today has resulted in a serious tragedy. 

About three hundred people died in the Easter attacks. It caused a great shock in our country. Gotabaya Rajapaksa came to power using that shock. The then Ranil-Maithri government was blamed for the attack. The people took action to defeat that government because they neglected their responsibility to intervene and prevent the attack, although they had been informed about it. The government of the Rajapaksas, which came to power on the back of that issue, is now allowing even more deaths. We believe that these two are the same. Failure to intervene to prevent Covid deaths when information on the scale of it is being reported daily is more serious than the Easter attack. Allowing more than 100 deaths every day despite the warnings of doctors and experts in the field is even more grave. This government led by Gotabaya Rajapaksa must take more responsibility for Covid deaths than the Ranil-Maitri government for the Easter attack.

On the 9th of August, 111 Covid deaths were reported – 118 on the 10th, 124 on the 11th, and 156 on the 12th, indicating a rapid increase in deaths. We know that even these numbers are not the complete truth. 971 citizens of our country have died in 10 days since August 1st. This is not a simple matter, it is extremely serious. If there is a heart, if there is humanity, there has to be empathy and compassion. There must be a need to intervene immediately and find solutions. Everyone in the health sector is doing their utmost to control this situation. Yet, the government fails to take the necessary decisions. The Rajapaksa government’s strategy is not to ‘defeat Corona’ but to say ‘let’s live with Corona’. Instead of choosing the slogan ‘life without Corona’, they took up the slogan ‘let’s live with Corona’. How to live with a pandemic? That means a lot of people will have to die. We have to ask whether the government wants to reduce the population by killing a large number of people. They say ‘let’s live with Corona’ because they don’t have this problem. Their lives are very secure. At a time when all public servants have been called to work, the Presidential Secretariat has decided to restrict public meetings for the security of the President.

It is a good decision to restrict those working in the Presidential Secretariat for his safety. But, why not make the same decision for the country? They are of the notion that only the President, the Prime Minister, and the Cabinet need protection. But the cabinet members are too is now infected with the virus. Is it that ordinary people’s lives don’t matter? We demand the government to stop this irresponsible arrogance. We urge immediate action to reduce the death toll. There are recommendations given by a collective of experts like Dr. Nihal Abeysinghe. Recommendations made by medical associations and the Ministry of Health call for immediate restrictions on travel to reduce the number of deaths. But the President says the country will not be locked down. If so, we challenge them to propose another way to save human lives. This work cannot be left to God. They are unwilling to take a step back. The racketeers around them are more protected than the general public. There is indeed an economic crisis. People are not responsible for that. Now they are foregoing control of the disease and working to rebuild the economy. However, we emphasize that these actions will end in the collapse of the economy, the loss of human lives, and the collapse of the country.

These are the consequences of handing over the country to a group that does not understand politics. They started by saying that the country would be governed by the scientific method of Viyath Maga. Initially, the President, citing the death toll from the war, announced that the country would not be locked down for 25-30 infected patients. Then, when the plague was spreading, they claimed that they did it best.

Instead of getting vaccines to control the pandemic, the whole country was sent after myths such as potions and plunging pots. Now they think that when the vaccine is given, the work is over. But doctors say that even after both doses, people can still be infected. The government is trying to claim that they were the ones who vaccinated the most. On the other hand, the highest number of deaths is also reported. The government is not acting consciously. We do not know whether the data that reaches the hands of ordinary people goes to the President. He gets his data from intelligence units. The intelligence units work on a ‘Yes Sir, OK Sir’ policy. The disease is the worst of all the pandemics we have seen so far. In the event of a malaria epidemic, people can help each other. In the case of any other disaster, people can help. That’s not the case in this situation. The government should understand that. The government should take responsibility for these deaths that were caused because of their lack of understanding.

Even this level of control is due to the commitment of the health sector staff, including doctors. Not only experts outside the government, but also those within the government are issuing warnings. The government does not listen even to the statements of experts like Prof. Tissa Vitarana and Dr. Sudarshani Fernandopulle. However, Gotabaya Rajapaksa came to power proclaiming to rule the country with the advice of experts. We request those experts to advise the government at this time. What the government is preparing to do is to impose responsibility on the people instead of enforcing laws and setting an example. As the government is not doing that, the people too carry on without hesitation. Despite the arrival of the Delta variant, the government decided to open up the country, disregarding expert advice.

Weddings, massage parlors, and weekly markets were reactivated and travel restrictions were completely lifted. On August 2nd, all public servants were called to duty. Doesn’t it spread when people have to travel on jam-packed trains and buses? Three days later, the circular had to be reversed. This shows how much consideration goes into even a circular. People within the government itself say that brain-dead people are making decisions.

Gas queues were to be seen recently. The government should devise a system to provide gas and milk powder during a pandemic. Otherwise, people start queuing up. After 3-4 days of gas queues, they end up increasing the price of gas as well. If the country is left open while people are losing their rights, they will take to the streets. The government worked to change the cautious mentality of people, pushing the opinion that the vaccine would fix everything, but has now resolved to blame the people. We are requesting the government to put aside pride and take decisions with the sick and dying people in mind. Make decisions based on the recommendations of experts and doctors. Sixty-nine million people voted for the government not to be handed over to God when disaster strikes. If that is the case, we should allow the government to step down and let us deal with this. Finally, we emphasize the need to make the right decisions to control this situation. We also urge those who are capable of thought to exert pressure on the government. This government can only hear if a very loud noise is made. The entire government should be held responsible for this catastrophe. Therefore, the entire government should intervene to prevent it. We ask people to be cautious as we have a government that won’t protect people. A government that cares only about the economy and not about the people will not protect the people. Therefore, I further request the public to learn from this blunder and not to bring such regimes to power.

As an organization, the National People’s Power will do all we can to help control this disease. The decisions should be taken by the government. We strongly urge the government to make the right decisions and intervene to control the catastrophe and protect the lives of the helpless public.

The government should take responsibility for every human life lost…

As the National People’s Power, we extend our deepest condolences to our brothers and sisters, to the relatives of all the citizens of this country who died of Covid. Many of these deaths were preventable. Many of these people died due to the negligence, delays, and wrong decisions of the government. The government should take responsibility for these deaths. But we do not expect that from them. This government cannot be expected to show such empathy. We at the ‘National People’s Power’ acknowledge that these are valuable lives that are being lost, and we regret that we were unable to save them.

The people of the country are in great fear at the moment. They fear losing their loved ones. Also, due to the nature of the disease, we are unable to take care of each other as we usually would. Ordinarily, when someone in our community gets sick, we take care of them. Even our traditional ceremonies cannot be performed in this situation. We are unable to do even that to help us cope with our grief. Many people in our society are beset by grief, anxiety, misery, and uncertainty. At such a moment, we have to ask where the government of our country is. People elect a government to take the lead in such a catastrophe with the hope that it will solve our problems. But right now, what we see is the silence of the government and the evasion of responsibility. Government ministers handed over the lives of the people of the country to God. The government has shied away from the responsibility. If the people of the country are abandoned to God, what use is the government? Why do we need leaders? How do our leaders feel about what people are experiencing? Are they thinking about the public? They need to tell us. 

If they are not making decisions despite all the scientific information, do they have other information? Do they know something we do not know? A responsible government must tell the people who appointed them on what basis they make decisions. The government must explain why it makes decisions that disregard the recommendations of health specialists. People are dying because of the decisions taken by the government at this moment. Human lives are not numbers. Every life is valued and every person is loved. The decisions are taken by the government decide our lives. We do not want a government that would shirk its responsibility to protect human life and leave it to God. At the very least, they should take responsibility for the decisions they make. Hiding inside their protected rooms is simply irresponsible.

In the midst of all this bad decision-making, everyone in the health sector is playing a massive role in bearing that burden. They have been working tirelessly for a year and a half now. They are at the forefront of risk at the moment. Many people in the medical field and the health sector are infected. We wish them recovery and would like to express our gratitude role they play in the face of these obstacles. We especially appreciate their commitment and their compassion for our people. We implore the government to not abandon the people and the health sector. If the government is choosing the economy over human lives, we got to ask who needs an economy that does not value human lives. The people of this country are important to us. 

It can be said that this is happening due to the ignorance of the President. But a government is not one person but a group of people with a common responsibility. You can’t just get away bypassing the responsibilities on to each other. Everyone has to be responsible. They need to reveal the rationale behind their decisions. We emphasize that the government should be responsible for every human life lost.
